Core Responsibilities
Primary Functions
- Lead comprehensive program evaluations and performance assessments by designing KPI frameworks, collecting and validating quantitative and qualitative data, performing trend analyses, and delivering actionable recommendations to senior leadership to improve program efficiency and outcomes.

- Manage and coordinate cross-functional program activities, establishing timelines, resource plans, risk registers, and critical path schedules while ensuring alignment with strategic priorities and stakeholder expectations.
- Provide subject matter expertise in acquisition and contract management by supporting procurement strategy, developing statements of work, evaluating proposals, managing contractor deliverables, and ensuring compliance with FAR and agency procurement policies.
- Design and implement process improvement initiatives (Lean, Six Sigma, or equivalent) to streamline workflows, reduce cycle times, and increase transparency; lead root-cause analysis and pilot process changes to demonstrate measurable improvements.
- Support grants management and program funding lifecycle: evaluate grant applications, monitor award performance, assess compliance with award terms, and prepare closeout documentation and audit responses as required.
- Conduct program risk assessments and mitigation planning, identifying operational, financial, schedule, and compliance risks; implement monitoring controls and escalate critical risks with recommended contingency actions.
- Lead stakeholder engagement and partnership development with internal offices, external agencies, industry partners, and community stakeholders; facilitate working groups and consensus-building sessions to resolve program issues and align priorities.
- Oversee data governance and quality assurance efforts by defining data standards, conducting data validation checks, resolving discrepancies, and coordinating with IT/data teams to ensure reliable reporting sources.
- Draft, review, and maintain program documentation including standard operating procedures (SOPs), work instructions, program manuals, and training materials to support consistent execution and knowledge transfer.
- Support strategic planning and program design by conducting environmental scans, benchmarking best practices, forecasting demand, and translating strategic goals into implementable work plans and performance targets.
- Lead special studies and ad hoc analyses—such as market research, comparative program studies, or pilot evaluations—to inform program redesign, policy changes, or budget requests, presenting findings with clear recommendations and implementation timelines.
- Coordinate audit and oversight responses including preparing responses to inspector general (IG) findings, implementing corrective action plans, and tracking remediation status to ensure timely closure and audit readiness.
- Supervise or mentor junior analysts and interns by assigning work, reviewing deliverables, providing constructive feedback, and supporting professional development to build analytical capacity within the team.
- Serve as the primary point of contact for interagency or cross-departmental initiatives, coordinating deliverables, harmonizing reporting requirements, and ensuring timely submission of program reports to external stakeholders.
- Design and execute pilot programs or phased rollouts, establishing evaluation criteria, collecting baseline and post-implementation data, and recommending scalability or sunset decisions based on empirical findings.
- Support change management and communications by preparing stakeholder communications plans, training schedules, and feedback loops to drive adoption of new processes, systems, or policies.

Educational Background
Minimum Education:
