Core Responsibilities

Primary Functions

  • Conduct comprehensive and detailed reviews of complex development proposals, site plans, subdivision plats, and rezoning applications to ensure full compliance with municipal ordinances, zoning regulations, and comprehensive plans.
  • Prepare thorough, well-researched staff reports and present clear, data-driven recommendations to the Planning Commission, Zoning Board of Appeals, City Council, and other governmental bodies.
  • Serve as the primary professional and technical point-of-contact for the public, including residents, developers, architects, and business owners, providing expert guidance on land use policies, permit processes, and regulatory requirements.
  • Manage community and economic development projects from inception to completion, including defining project scope, securing funding, coordinating with stakeholders, and overseeing implementation to meet strategic goals.
  • Research, analyze, and interpret a wide range of data, including demographic trends, economic indicators, legal precedents, and technical studies, to inform policy development and long-range planning initiatives.
  • Facilitate public outreach and engagement efforts, including organizing and leading community meetings, workshops, and public hearings to gather feedback and build consensus on planning projects and policy changes.
  • Draft and amend municipal ordinances, zoning codes, and other official regulations, ensuring language is clear, legally sound, and consistent with the municipality's strategic vision.
  • Coordinate the inter-departmental review of development applications, collaborating with Public Works, Engineering, Fire, and other departments to ensure a holistic and technically sound evaluation.
  • Investigate and respond to complex inquiries and complaints from the public and elected officials regarding zoning violations, land use conflicts, and development activities, working toward effective resolution.
  • Develop and maintain the municipality's Comprehensive Plan and other long-range planning documents, leading periodic updates and ensuring alignment with evolving community needs and state mandates.
  • Administer grant programs by identifying funding opportunities, writing compelling grant proposals, managing grant funds, and ensuring compliance with all reporting requirements from federal, state, and foundation sources.
  • Utilize Geographic Information Systems (GIS) to create maps, perform spatial analysis, and visualize data to support planning studies, public presentations, and decision-making processes.
  • Provide expert testimony and represent the municipality's interests in administrative hearings, legal proceedings, and negotiations related to planning and zoning matters.
  • Process and issue a variety of municipal permits, such as zoning permits, sign permits, and special use permits, maintaining accurate and organized records within the permitting system.
  • Develop and implement innovative strategies for neighborhood revitalization, historic preservation, and sustainable development in collaboration with community groups and partner agencies.
  • Act as a project manager for consultant-led studies, overseeing consultant selection, contract management, and the quality of deliverables.
  • Monitor local, state, and federal legislation for potential impacts on municipal operations and planning policies, providing timely analysis and recommendations to senior management.
  • Prepare and deliver engaging presentations to diverse audiences, effectively communicating complex technical information in an understandable and accessible manner.

Educational Background

Minimum Education:
