Core Responsibilities

Primary Functions

  • Lead development and delivery of comprehensive decommissioning plans and strategies for nuclear plants, research reactors and legacy sites, ensuring alignment with organizational objectives, stakeholder expectations and national regulatory frameworks.
  • Manage radiological characterization and site assessment programs, including design of sampling strategies, oversight of field surveys, integration of laboratory data and interpretation to define contamination extents and remediation requirements.
  • Prepare and submit regulatory documentation and licensing packages (decommissioning plans, safety cases, environmental impact assessments, final status survey reports) and maintain active liaison with national and regional nuclear regulators to secure permits and approvals.
  • Oversee radioactive waste management and disposition activities, including waste classification, packaging, interim storage planning, transport coordination and selection of appropriate treatment/disposal routes in accordance with regulatory and commercial constraints.
  • Develop, validate and implement ALARA (As Low As Reasonably Achievable) and radiological protection programs to minimize occupational and public exposures during decommissioning tasks; provide technical direction to health physics teams.
  • Lead multidisciplinary project teams and manage external contractors and specialist subcontractors, defining scopes of work, evaluating bids, negotiating contracts and enforcing performance, safety and quality standards throughout the project lifecycle.
  • Create and maintain detailed project schedules, resource-loaded work breakdown structures, cost estimates and earned-value metrics; monitor expenditures, forecast budgets and implement corrective actions to keep projects on time and within budget.
  • Conduct technical risk assessments and hazard analyses (including radiological, chemical, structural and environmental hazards), develop mitigation measures and integrate risk management into project planning and execution.
  • Provide technical oversight for dismantling, decontamination and segmentation activities, ensuring methods and sequencing are optimized for safety, waste minimization and regulatory compliance without providing operational step-by-step procedures.
  • Oversee development and execution of final status surveys, clearance criteria and release for restricted or unrestricted site use; review survey results and compile evidence packages required for site release or license termination.
  • Coordinate environmental monitoring and remediation programs related to soil, groundwater and surface water contamination; integrate remediation design with decommissioning sequencing and waste management strategies.
  • Ensure quality assurance and quality control systems are in place for all decommissioning deliverables, including data quality objectives, chain-of-custody, calibration programs and independent verification/peer review processes.
  • Lead stakeholder engagement and communications with government agencies, local communities, non-governmental organizations and internal governance bodies to maintain transparency, address concerns and secure social license to operate throughout decommissioning.
  • Support procurement activities for specialized equipment, radiological instrumentation, remote tooling and plant modifications; evaluate vendor technical proposals and ensure compliance with nuclear safety and procurement standards.
  • Maintain and update site safety cases, emergency preparedness and response plans tailored to decommissioning activities; coordinate drills and readiness assessments with operations, security and health & safety teams.
  • Provide subject matter expertise for cost-benefit and value-engineering exercises to identify decommissioning approaches that reduce risk, accelerate schedules or lower lifecycle costs while maintaining compliance and safety.
  • Lead development and delivery of training, procedures and competence assurance programs for decommissioning personnel, ensuring workers, supervisors and inspectors are qualified for assigned radiological and technical tasks.
  • Manage data integration and reporting systems for radiological measurements, waste inventories, work progress and compliance metrics; ensure robust documentation to support audits, regulatory inspections and final certification.
  • Provide oversight for legacy waste disposition programs (e.g., retrieval and remediation of historical storage), coordinating technical characterization, treatment options and long-term management strategies.
  • Champion continuous improvement and capture lessons learned from decommissioning projects to improve future planning, tendering, execution practices and organizational knowledge.
  • Coordinate international technical cooperation and benchmarking activities with industry peers, research institutions and regulators to adopt best practices, emerging technologies and proven methodologies in decommissioning.

Educational Background

Minimum Education:

  • Bachelor's degree in Nuclear Engineering, Mechanical/Chemical/Environmental Engineering, Health Physics, Radiation Protection or a closely related technical field.

Preferred Education:

  • Master's degree or higher in Nuclear Engineering, Decommissioning & Waste Management, Environmental Engineering, Health Physics, or an MBA with technical background.
