Primary Functions

  • Spearhead the entire project lifecycle for large-scale nuclear projects, including new builds, major modifications, or decommissioning, from initial feasibility and conceptual design through to commissioning and operational handover.
  • Develop, maintain, and rigorously control the integrated project master schedule, utilizing advanced tools like Primavera P6 to manage critical paths, resource loading, and project milestones.
  • Serve as the primary point of accountability for project financial performance, overseeing budget development, cost forecasting, earned value management (EVM), and variance analysis to ensure strict adherence to financial targets.
  • Champion and enforce a world-class nuclear safety and quality culture, ensuring every project activity and decision prioritizes safety and compliance with standards like 10 CFR 50 and NQA-1.
  • Act as the primary liaison between the project and all key stakeholders, including executive leadership, clients, EPC contractors, vendors, and government regulatory agencies, ensuring transparent and effective communication.
  • Proactively identify, analyze, and mitigate project risks across all domains (technical, financial, regulatory, safety, and schedule), developing robust contingency and risk response plans.
  • Lead and direct large, multi-disciplinary project teams—comprising engineers, construction professionals, safety experts, and administrative staff—fostering a collaborative and high-performance environment.
  • Oversee the complete contract and procurement lifecycle, from developing procurement strategies and negotiating contracts with major vendors and EPC firms to managing contractor performance and resolving claims.
  • Ensure the meticulous creation and management of all project documentation, including design specifications, safety analysis reports, licensing documents, and quality records, to support regulatory scrutiny and project audits.
  • Direct the project's change management process, formally evaluating all proposed scope changes for their impact on safety, cost, schedule, and quality before approval and implementation.
  • Interface directly with the Nuclear Regulatory Commission (NRC) or other national regulators to navigate the complex licensing, permitting, and compliance landscape, ensuring all regulatory commitments are successfully met.
  • Drive the resolution of complex technical, logistical, and construction-related challenges, leveraging expert teams to develop innovative yet compliant solutions without compromising project baselines.
  • Prepare and present comprehensive project status reports and performance dashboards to executive steering committees, providing clear insights into project health, risks, and forward-looking action plans.
  • Manage the critical interfaces between different engineering disciplines (e.g., civil, mechanical, electrical, I&C) and construction teams to ensure a fully integrated and seamless project execution.
  • Ensure project readiness for all major evolutions, including construction readiness, system turnover for commissioning, and operational readiness for plant integration.
  • Lead the development of detailed work packages, construction execution plans, and outage support plans, ensuring they are aligned with the overall project strategy and safety protocols.

  • Manage the turnover and commissioning process, coordinating the systematic testing and acceptance of plant systems and components from construction to the plant operations team.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor of Science (B.S.) in an engineering discipline or a related technical field.

Preferred Education:

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) is highly preferred.

Typical Experience Range:
