Core Responsibilities
Primary Functions
- Oversee and manage all aspects of the company's payroll processing operations for all employees across multiple states or countries, ensuring timely and accurate disbursement of salaries, commissions, bonuses, and expense reimbursements.
- Guarantee comprehensive compliance with all federal, state, and local payroll, wage, and hour laws, as well as tax regulations, by continuously monitoring legislative changes and implementing necessary updates.
- Lead the end-to-end payroll cycle, including meticulous data collection, validation of hours and earnings, processing of payments, and reconciliation of payroll registers to the general ledger.
- Serve as the primary subject matter expert and point of contact for all payroll-related inquiries and escalations from employees and management, providing exceptional customer service and timely, clear resolutions.
- Develop, document, and maintain all payroll processes, policies, and procedures to enhance operational efficiency, ensure robust internal controls, and facilitate accurate reporting.
- Manage the administration of all payroll-related data within the Human Resources Information System (HRIS) and payroll platforms, ensuring the highest level of data integrity and accuracy.
- Lead the preparation, review, and submission of all required payroll tax filings, including quarterly and annual reports (e.g., 941s, 940s, W-2s, 1099s), ensuring complete accuracy and timeliness.
- Oversee the administration and reconciliation of payroll-related benefit deductions, such as 401(k) contributions, health insurance premiums, and other voluntary deductions, ensuring accurate and timely remittance to third-party vendors.
- Lead, mentor, and develop a team of payroll specialists, providing ongoing training, performance feedback, and professional guidance to foster a high-performing and engaged team environment.
- Conduct regular and rigorous audits of payroll data, processes, and outputs to proactively identify discrepancies, mitigate compliance risks, and ensure the accuracy of earnings, taxes, and deductions.
- Collaborate closely with HR and Finance departments to ensure the seamless integration of new hires, terminations, compensation adjustments, and benefits updates into the payroll system.
- Manage the relationship with payroll service providers and other third-party vendors, monitoring service level agreements (SLAs), resolving issues, and driving continuous process improvements.
- Spearhead the critical year-end payroll process, including the reconciliation, validation, and distribution of W-2 and 1099 forms, ensuring all statutory deadlines are met without fail.
- Professionally administer and manage all garnishments, levies, and other court-ordered withholdings in strict compliance with all applicable legal requirements.
- Prepare and analyze detailed payroll reports, dashboards, and key performance metrics for senior management, finance, and auditors to support strategic decision-making and financial planning.

- Support all internal and external audits (financial, 401k, workers' compensation) by providing necessary documentation, detailed reports, and clear explanations related to payroll processes and internal controls.
- Evaluate and recommend improvements to current payroll processes and systems to enhance efficiency, accuracy, and scalability in alignment with organizational growth.
- Manage the registration and ongoing maintenance of state and local payroll tax accounts as the company expands its geographic footprint into new jurisdictions.
Required Skills & Competencies
Hard Skills (Technical)
- Regulatory Expertise: Deep, expert-level knowledge of multi-state and federal payroll laws, including FLSA, overtime regulations, and tax withholding requirements.
- HRIS/Payroll Platform Proficiency: Mastery of at least one major payroll/HRIS platform such as ADP Workforce Now, UKG Pro, Workday, Paycom, or Ceridian Dayforce.
- Payroll Accounting: Strong understanding of payroll accounting principles, including journal entries, general ledger (GL) reconciliation, and accruals.
- Advanced Excel: High-level proficiency in Microsoft Excel, including the ability to utilize pivot tables, VLOOKUPs, complex formulas, and data modeling for analysis and reporting.
- Tax & Year-End Processing: Proven experience managing payroll tax filing at all levels and successfully leading the entire year-end process, including W-2/W-2c preparation and reconciliation.

Educational Background
Minimum Education:
