Core Responsibilities
Primary Functions
- Conduct daily surveillance and inspection of pipeline construction activities to ensure work is proceeding in accordance with project specifications, drawings, and established safety protocols.
- Verify the quality and compliance of all incoming materials, such as pipe, fittings, valves, and coating materials, against approved material test reports (MTRs) and project requirements.
- Monitor and inspect right-of-way clearing, grading, and trenching operations to ensure proper depth, width, and spoil-side placement according to the construction plans.
- Inspect pipe stringing, handling, and bending operations to prevent damage to the pipe and its coating, ensuring all bends meet specified radii and standards.
- Perform detailed visual inspections of welding activities, including joint fit-up, root pass, hot pass, fill, and cap passes, to ensure adherence to the approved Welding Procedure Specification (WPS).
- Collaborate with Nondestructive Examination (NDE) personnel to review and interpret radiographic, ultrasonic, and other test results, ensuring all welds meet acceptance criteria.
- Meticulously inspect the application of field joint coatings (e.g., FBE, liquid epoxy, shrink sleeves) for proper surface preparation, thickness, and holiday detection (jeeping) to prevent corrosion.
- Witness and document lowering-in operations, ensuring the pipe has adequate support, clearance, and padding to prevent damage during placement in the trench.
- Oversee backfilling and compaction activities, verifying that the correct material is used and proper techniques are employed to protect the pipeline asset.
- Monitor and document all hydrostatic testing procedures, including fill, pressurization, hold times, and dewatering, to confirm the pipeline's strength and leak-tight integrity.
- Ensure all tie-in, crossing (road, rail, water), and valve set installations are performed in strict compliance with detailed engineering drawings and specifications.
- Maintain comprehensive and accurate daily inspection reports, documenting work progress, crew activities, equipment used, weather conditions, and any non-conformances.
- Issue, track, and verify the closure of Non-Conformance Reports (NCRs) for any work that deviates from the specified requirements, ensuring corrective actions are implemented effectively.
- Act as the primary field liaison between the client, construction contractor, and regulatory agencies, facilitating clear communication and swift resolution of issues.
- Review and interpret construction drawings, alignment sheets, and isometrics to confirm that work is being installed in the correct location and configuration.
- Champion a safety-first culture on the project site, actively participating in safety meetings and intervening to stop any unsafe work practices observed.
- Verify welder qualifications and certifications are current and appropriate for the procedures being performed, maintaining a log of qualified personnel on site.
- Inspect final cleanup and right-of-way restoration activities to ensure the site is returned to a condition that meets or exceeds landowner and environmental permit requirements.
- Witness and verify the calibration of inspection, measuring, and test equipment used on the project to ensure the accuracy of all recorded data.
- Compile and review final documentation packages, including as-built drawings, test records, and inspection reports, for turnover to the client upon project completion.
- Monitor environmental control measures, such as silt fencing and erosion control, to ensure compliance with project permits and environmental regulations.
- Inspect horizontal directional drilling (HDD) or boring operations, including monitoring of drilling fluid returns and pullback forces, to ensure the integrity of the crossing.
Secondary Functions
- Mentor and provide guidance to junior or assistant inspectors to foster professional development within the quality team.
- Participate actively in daily progress meetings, safety stand-downs, and pre-job planning sessions with the construction team.
- Provide constructability feedback to engineering and project management teams based on field observations to improve future designs.

Required Skills & Competencies
Hard Skills (Technical)
- API 1169 Pipeline Construction Inspector Certification (often mandatory).
- AWS Certified Welding Inspector (CWI) certification.
- NACE (AMPP) Certified Coating Inspector (CIP) Level 1, 2, or 3.
- In-depth knowledge of pipeline construction codes and standards, including ASME B31.4, B31.8, and 49 CFR Parts 192 & 195.
- Proficiency in reading and interpreting complex engineering drawings, alignment sheets, and P&IDs (Piping and Instrument Diagrams).
- Strong understanding of various Nondestructive Examination (NDE) methods and their applications (RT, UT, MT, PT).
- Expertise in welding processes (SMAW, GMAW, FCAW) and evaluation of weld quality.
- Experience with hydrostatic and pneumatic testing procedures and safety protocols.
- Competency in using inspection tools such as coating thickness gauges, holiday detectors (jeeps), pit gauges, and welding gauges.
