Core Responsibilities

Primary Functions

  1. Develop, manage, and meticulously maintain the Integrated Master Schedule (IMS) using industry-standard software (e.g., MS Project, Primavera P6), ensuring horizontal and vertical integration of all program activities.
  2. Establish and manage a detailed Work Breakdown Structure (WBS) in collaboration with program management and engineering teams to accurately define the total scope of the program.
  3. Perform in-depth critical path and driving path analysis on the program schedule, identifying key drivers, constraints, and potential delays to proactively inform decision-making.
  4. Conduct comprehensive schedule risk assessments (SRA) to quantify the potential impact of uncertainties and develop robust mitigation and contingency strategies.
  5. Implement and manage Earned Value Management Systems (EVMS), including the establishment of performance measurement baselines and the generation of variance analysis reports (CPI/SPI).
  6. Facilitate regular schedule status meetings and workshops with cross-functional teams to gather updates, resolve logic issues, and ensure alignment with overall program objectives.
  7. Analyze resource loading and leveling within the schedule, providing clear recommendations to management to resolve conflicts and optimize resource allocation across the program lifecycle.
  8. Prepare and present detailed schedule performance reports, dashboards, and metrics to various levels of leadership, including program managers, customers, and executive stakeholders.
  9. Serve as the primary scheduling subject matter expert during internal and external program reviews, audits (e.g., IBRs), and gate checks, capably defending the schedule's integrity and methodology.
  10. Develop and maintain high-level program planning artifacts, including the Integrated Master Plan (IMP), to provide a clear roadmap of significant program events and accomplishments.
  11. Support the development of proposals for new business opportunities by creating robust, compliant, and executable schedules that form the basis of the bid.
  12. Perform "what-if" scenario analysis to evaluate the potential impacts of scope changes, technical issues, or resource constraints on the overall program timeline and cost.
  13. Ensure the schedule network logic is valid and that all tasks have clear predecessor/successor relationships, minimizing the use of hard constraints or open-ended tasks.
  14. Manage the baseline change control process, ensuring that any modifications to the approved schedule baseline are properly documented, justified, and formally approved by governance bodies.
  15. Collaborate closely with finance and control account managers (CAMs) to ensure tight integration between the cost and schedule data for accurate performance measurement and forecasting.
  16. Generate and analyze schedule health metrics (e.g., DCMA 14-point assessment criteria) to continuously monitor and improve the quality and reliability of the program schedule.
  17. Provide mentorship and hands-on training to junior planners, project coordinators, and other team members on scheduling best practices and software usage.
  18. Interface directly with customer and major supplier planners to ensure that external schedules are properly integrated and aligned with the master program schedule.
  19. Lead the development and implementation of standardized planning and scheduling processes, tools, and templates across the organization to enhance efficiency and consistency.
  20. Reconcile weekly and monthly actual progress against the planned schedule, identifying root causes for variances and working with task owners to develop effective recovery plans.
  21. Formulate and implement comprehensive recovery plans for activities that are falling behind schedule, ensuring the program can get back on track with minimal impact.
  22. Translate complex technical requirements and project charters into a logical, resource-loaded schedule framework that is easily understood by both technical and non-technical stakeholders.

Required Skills & Competencies

Hard Skills (Technical)

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's Degree from an accredited college or university.

  • Professional Certifications such as Project Management Professional (PMP)® or PMI Scheduling Professional (PMI-SP)®.

Experience Requirements

Typical Experience Range: 3-10 years of progressive experience in a program planning, scheduling, or project controls role.
