Core Responsibilities

Primary Functions

  • Enforce the official rulebook impartially before, during and after competition: apply and interpret laws of the game, make immediate in-game rulings, and adjust calls based on competition regulations and competition director guidance.
  • Manage game flow and tempo by making decisive rulings on fouls, infringements, delays, substitutions, and restarts while maintaining control and fairness for both teams.
  • Ensure participant safety by identifying dangerous play, implementing stoppages when necessary, coordinating with medical personnel, and applying concussion and injury protocols.
  • Conduct pre-match inspections and preparations including venue and equipment checks, confirmation of player eligibility and uniforms, verification of field/court markings, and assessment of playing conditions.
  • Coordinate with assistant referees, fourth officials, timekeepers and other technical staff using pre-agreed signals, radio communication and hand signals to ensure consistent officiating.
  • Deliver clear, concise verbal and non-verbal communication to players and coaches to explain rulings, manage dissent, de‑escalate confrontations, and preserve authority without inflaming tensions.
  • Issue disciplinary sanctions (cautions, send-offs, penalties, warnings) in accordance with the rulebook and competition disciplinary codes and record all disciplinary incidents accurately.
  • Prepare timely, professional match reports and incident logs detailing key decisions, misconduct, injuries, substitutions, and any unusual events for league administrators and disciplinary committees.
  • Review and respond to VAR/instant replay evidence (where applicable) in coordination with the VAR team or replay official to confirm, overturn or modify on-field decisions.
  • Maintain match fitness and positioning standards required to observe play accurately—regularly participate in fitness testing, drills, and on-field training.
  • Attend pre-match briefings and post-match debriefs with officiating crew and competition organizers to align on procedures, risk factors and performance expectations.
  • Implement competition-specific protocols (e.g., extra time, shootouts, tiebreak procedures, weather-related suspensions) and liaise with organizers to execute contingency plans.
  • Execute accurate timekeeping, scoreboard coordination and management of timing-related events (stoppage time, timeouts, player substitutions) either directly or by supervising designated timekeepers.
  • Provide consistent application of advantage, advantage-play management and restart selection while balancing game continuity with player safety and rule adherence.
  • Inspect and confirm video and communication equipment functionality pre-match and escalate technical issues to event operations for resolution.
  • Mentor and support less-experienced officials during training matches and competitions, providing feedback on positioning, rule interpretation and game management.
  • Support disciplinary and appeals processes by providing written statements, attending hearings and clarifying on-field decision rationale when required by governing bodies.
  • Maintain official certifications and licenses by completing mandated referee courses, workshops, exams, recertification, and background or safeguarding checks.
  • Track and analyze personal performance using match footage, assessment reports and performance metrics; implement continuous improvement plans and corrective training.
  • Represent the officiating body professionally in conversations with media, coaches, players, and league officials while preserving impartiality and confidentiality where required.
  • Manage scheduling and availability using competition rostering systems, accept or decline assignments in line with eligibility and contractual obligations, and coordinate travel logistics when required.
  • Apply anti-doping, anti-corruption and integrity policies as mandated by competition regulations, reporting any conflicts of interest or integrity concerns promptly.
  • Ensure accurate and secure handling of match paperwork, cards, official forms and digital data uploads, maintaining compliance with data protection and league protocols.
  • Participate in education outreach, clinics and community initiatives to promote officiating, recruit new officials and increase the standard of officiating at grassroots levels.

Secondary Functions

Educational Background

Minimum Education:
