Core Responsibilities
Primary Functions
- Champion and enforce a world-class safety culture, ensuring uncompromising adherence to all Health, Safety, and Environmental (HSE) regulations and Process Safety Management (PSM) standards.
- Direct all aspects of day-to-day refinery operations, encompassing crude processing, production units, blending, storage, and logistics to consistently meet production targets.
- Assume full P&L responsibility for the refinery, meticulously developing and managing multi-million dollar operational (OPEX) and capital (CAPEX) budgets to maximize profitability.
- Develop, communicate, and execute the refinery's annual operating plan and long-term strategic vision in full alignment with overarching corporate objectives.
- Lead and oversee the comprehensive planning, flawless execution, and critical post-analysis of large-scale refinery turnarounds (TAR) to minimize downtime and control costs.
- Drive a pervasive culture of continuous improvement and operational excellence by deploying methodologies like Lean Manufacturing to optimize processes, reduce waste, and enhance efficiency.
- Ensure the long-term reliability and mechanical integrity of all refinery assets through the implementation of robust predictive and preventive maintenance, inspection, and asset management programs.
- Build, mentor, and lead a high-performing senior management team, fostering a collaborative and accountable environment while providing clear direction and professional development.
- Serve as the primary liaison and representative for the facility with all external regulatory agencies, including the EPA and OSHA, ensuring full compliance with permits, laws, and reporting mandates.
- Strategically manage relationships with key internal and external stakeholders, including corporate leadership, community leaders, government officials, union representatives, and major suppliers.
- Oversee the entire lifecycle of major capital projects, from initial feasibility studies, economic justification, and engineering design through to construction, commissioning, and startup.
- Continuously analyze complex refinery economics, feedstock options, and dynamic market conditions to make strategic decisions that enhance margins and secure competitive advantage.
- Lead formal incident investigations, facilitate rigorous root cause analyses (RCA), and mandate the implementation of effective corrective actions to prevent recurrence and improve safety.
- Direct the development and regular testing of the site's emergency response and crisis management plans, personally leading the response during any significant operational upset or emergency.
- Champion robust workforce development and succession planning initiatives to ensure a pipeline of skilled and capable talent across all levels of the organization.
- Drive initiatives to optimize energy consumption and utility systems performance, aiming to reduce the refinery's environmental footprint and lower variable operating costs.
- Guide the site's labor relations strategy, actively participating in contract negotiations and cultivating a constructive and professional relationship with union leadership and the workforce.
- Monitor, analyze, and report on a wide array of key performance indicators (KPIs) related to safety, production, reliability, environmental impact, and financial results to executive leadership.
