Core Responsibilities

Primary Functions

  • Lead the development, implementation, and continuous improvement of the organization's comprehensive resource management framework, processes, and tools.
  • Create and maintain sophisticated, data-driven forecasting models to accurately predict long-range and short-range resource requirements based on sales pipelines, business forecasts, and strategic initiatives.
  • Act as the central point of contact and trusted advisor for all resource booking requests, proactively identifying and resolving potential scheduling conflicts, and managing escalations with diplomacy.
  • Analyze resource utilization, billability, project margin, and other key performance indicators (KPIs) to generate actionable insights and provide regular, clear reporting to senior leadership.
  • Collaborate closely with department heads, delivery leaders, and project managers to gain a deep understanding of project pipelines, skill requirements, and upcoming talent needs.
  • Chair regular resource planning meetings with key stakeholders to review current allocations, prioritize staffing for critical projects, and plan for future demand.
  • Manage and maintain a comprehensive skills matrix and talent inventory to ensure a clear view of organizational capabilities and identify skill gaps.
  • Develop and oversee strategic capacity planning initiatives, providing recommendations for hiring, cross-training, and contingent workforce usage to balance workload and avoid burnout.
  • Drive operational efficiency by identifying bottlenecks in the resource allocation process and implementing streamlined solutions and best practices.
  • Govern the resource management system/tool, ensuring data integrity, user adoption, and effective utilization across all teams.
  • Proactively manage the bench/availability of unallocated resources, working with HR and department leads to identify suitable projects or professional development opportunities.
  • Mediate resource sharing conflicts between competing projects and departments, making data-backed decisions that align with overall business priorities.
  • Provide critical input into the annual operating plan and budgeting process by supplying detailed forecasts on staffing costs and hiring needs.
  • Mentor and potentially manage junior resource coordinators or analysts, fostering a culture of excellence within the resource management function.
  • Partner with the recruitment team to translate resource forecasts into a strategic hiring plan, ensuring a proactive approach to talent acquisition.
  • Assess and report on the financial impact of resource decisions, including the cost of contractors versus full-time employees and the revenue implications of staffing delays.

Secondary Functions

  • Support ad-hoc data requests and exploratory data analysis to answer complex business questions related to workforce productivity and project profitability.
  • Contribute to the organization's data strategy and roadmap, particularly concerning people analytics and operational data.
  • Collaborate with business units to translate their evolving talent and project needs into functional requirements for our resource management systems.
  • Participate in sprint planning and agile ceremonies if the resource management function is integrated with technology or project management office teams.
  • Assist in onboarding new project managers and team leaders, training them on the official resource request and allocation processes.
  • Analyze historical project data to identify trends in resource estimation accuracy and provide feedback to improve future project scoping.

Hard Skills (Technical)

  • Resource Management Software Proficiency: Advanced proficiency in at least one major resource management or Professional Services Automation (PSA) tool (e.g., Kantata, Planview, Workday PSA, FinancialForce).
  • Advanced Data Analysis: Expert-level skills in Microsoft Excel (complex formulas, pivot tables, macros, modeling) and experience with data visualization tools (e.g., Tableau, Power BI) to create insightful dashboards.
  • Forecasting and Modeling: Proven ability to build, maintain, and interpret complex statistical forecasts and capacity models.
  • Project Management Methodologies: Strong understanding of project management principles (Agile, Waterfall, Scrum) and the project lifecycle to effectively partner with project teams.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's Degree from an accredited college or university.

Experience Requirements

Typical Experience Range:
