Core Responsibilities

Primary Functions

  • Serve as the primary point of contact for all import and export compliance matters, providing expert guidance and interpretation of regulations to internal teams such as logistics, procurement, engineering, and sales.
  • Conduct thorough Harmonized Tariff Schedule (HTS) and Schedule B classifications for all products, components, and materials, ensuring accuracy and maintaining a comprehensive classification database.
  • Determine Export Control Classification Numbers (ECCN) and U.S. Munitions List (USML) categories for products, software, and technology, ensuring compliance with Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).
  • Manage and maintain the company's trade compliance program, including the development, implementation, and regular updating of internal policies, standard operating procedures (SOPs), and work instructions.
  • Prepare, review, and submit all necessary import and export documentation, including commercial invoices, packing lists, certificates of origin, shipper's letters of instruction (SLI), and electronic export information (EEI) filings in the Automated Export System (AES).
  • Interface directly with customs brokers, freight forwarders, and government agencies (e.g., Customs and Border Protection (CBP), Bureau of Industry and Security (BIS), Directorate of Defense Trade Controls (DDTC)) to resolve compliance issues and ensure smooth customs clearance.
  • Oversee the company's customs valuation methodology, ensuring all declared values are accurate and compliant with relevant regulations, including the proper handling of assists, royalties, and other additions to the price paid or payable.
  • Analyze and manage eligibility for Free Trade Agreements (FTAs) like USMCA, performing origin-of-goods analysis, soliciting supplier certificates, and issuing accurate customer-facing certifications to minimize duty liabilities.
  • Conduct regular internal audits and risk assessments of import and export activities to identify potential compliance gaps, document findings, and implement corrective action plans.
  • Manage and screen all parties involved in international transactions against denied and restricted party lists (e.g., Denied Persons List, Entity List) to prevent unauthorized dealings.
  • Develop and deliver comprehensive trade compliance training programs for employees across various departments to foster a company-wide culture of compliance awareness.
  • Oversee the company's record-keeping practices for all trade-related documentation, ensuring adherence to the retention periods mandated by customs and export control authorities.
  • Investigate and prepare voluntary self-disclosures or prior disclosures to government agencies in the event of a compliance breach, managing the process from discovery to resolution.
  • Monitor and analyze changes in global trade regulations, sanctions, and tariffs, and effectively communicate the potential business impact to senior management.
  • Manage applications for export licenses, permits, and other government authorizations, tracking their status and ensuring all conditions and provisos are met upon approval.

  • Analyze import/export data to identify trends, cost-saving opportunities, and areas for process improvement within the global supply chain.

Required Skills & Competencies

Hard Skills (Technical)

  • Regulatory Expertise: Deep, practical knowledge of U.S. Customs regulations (19 CFR), Export Administration Regulations (EAR), and International Traffic in Arms Regulations (ITAR).
  • Classification Proficiency: Demonstrated expertise in assigning HTS, Schedule B, and ECCN classifications to a variety of products and technologies.
  • FTA & Origin Analysis: Strong ability to determine country of origin and qualify goods for preferential duty treatment under various Free Trade Agreements.
  • Customs Valuation: Solid understanding of valuation principles and methodologies, including the treatment of assists, royalties, and non-dutiable charges.
  • License Management: Experience in preparing, submitting, and managing export license applications through systems like SNAP-R or D-Trade.
  • Auditing & Investigation: Proven ability to conduct internal compliance audits, investigate potential violations, and develop robust corrective action plans.

Education & Experience

Educational Background

Minimum Education:

  • Licensed Customs Broker (LCB) certification is highly desirable.
  • Certified U.S. Export Compliance Officer (CUSECO) or similar certification.
