Core Responsibilities
Primary Functions
- Meticulously classify products according to the Harmonized Tariff Schedule (HTS) and Export Control Classification Number (ECCN) systems to ensure accurate duty assessment and regulatory adherence.
- Prepare, review, and manage all necessary import and export documentation, including commercial invoices, packing lists, certificates of origin, and shipper's letters of instruction.
- Serve as the primary point of contact for customs brokers, freight forwarders, and government agencies to resolve customs-related issues and facilitate timely clearance of shipments.
- Conduct thorough denied party screenings (DPS) and ensure compliance with all embargoes, sanctions, and export control regulations (e.g., EAR, ITAR, OFAC).
- Determine country of origin for all products, manage origin certification processes (e.g., USMCA/CUSMA), and ensure accurate marking and labeling on goods and packaging.
- Manage and maintain a comprehensive record-keeping system for all trade-related activities, ensuring documents are audit-ready and compliant with government retention requirements.
- Proactively monitor, interpret, and communicate changes in global trade regulations and customs laws to internal stakeholders to mitigate risk and adapt business processes.
- Audit customs entries filed by brokers for accuracy, identifying discrepancies in value, classification, and other key data points, and managing the post-summary correction process.
- Develop and implement robust internal trade compliance policies, procedures, and best practices to standardize operations and enhance organizational compliance.
- Analyze and manage duty-saving opportunities through programs such as free trade agreements (FTAs), duty drawback, and tariff engineering.
- Investigate and resolve any compliance-related shipping delays, customs holds, or regulatory inquiries, providing detailed root cause analysis and corrective action plans.
- Manage the company's participation in government-led supply chain security programs like the Customs-Trade Partnership Against Terrorism (C-TPAT).
- Provide expert guidance and support to various internal departments, including procurement, sales, and logistics, on all matters related to international trade compliance.
- Coordinate the payment of duties and taxes, ensuring financial accuracy and reconciling payments with customs brokers' statements.
- Manage the application for and maintenance of necessary import/export licenses, permits, and government authorizations.
- Evaluate and manage the performance of customs brokers and other trade service providers to ensure they meet compliance and service level standards.
- Lead or support compliance projects aimed at improving efficiency, reducing risk, and integrating compliance requirements into business systems (e.g., ERP, GTM).
