Core Responsibilities
Primary Functions
- Manages and monitors the day-to-day fixed-route and/or paratransit services to ensure efficient, safe, and reliable transportation for the public.
- Develops, assigns, and communicates daily work assignments, routes, and schedules for vehicle operators, making real-time adjustments as necessary due to operator absence or vehicle changes.
- Actively monitors service performance in real-time using dispatching software and Automatic Vehicle Location (AVL) systems to ensure schedule adherence and on-time pull-outs.
- Serves as the central communication hub, utilizing two-way radio systems and mobile data terminals to relay critical information, safety alerts, and instructions to and from vehicle operators.
- Responds proactively and decisively to service disruptions, including traffic congestion, accidents, vehicle breakdowns, and inclement weather, by implementing detours and coordinating response units.
- Acts as a primary point of contact for resolving complex customer service issues, complaints, and inquiries regarding service delays, policies, and operator conduct.
- Prepares, maintains, and audits comprehensive operational records, including dispatch logs, incident reports, operator performance data, and daily service summaries for management review.
- Coordinates closely with the maintenance department to schedule preventative maintenance, report vehicle defects, and arrange for replacement vehicles to minimize service downtime.
- Ensures all operations are conducted in strict compliance with federal, state, and local regulations, including Department of Transportation (DOT) and Federal Transit Administration (FTA) guidelines.
- Provides critical input and analysis for the development and modification of bus routes, run-cuts, and schedules to improve efficiency and meet community needs.
- Administers the intake and processing of applications for specialized transportation programs, such as paratransit (ADA) services, including verifying eligibility and managing client databases.
- Assists in the onboarding and training of new vehicle operators and dispatch staff on operational procedures, safety protocols, route specifics, and customer service standards.
- Conducts initial investigations into accidents, incidents, and service anomalies, gathering statements, documenting evidence, and preparing preliminary reports for the safety department.
- Oversees farebox systems and revenue handling procedures, including troubleshooting equipment issues, reconciling daily revenue reports, and ensuring security protocols are followed.
- Utilizes a suite of transportation management software to perform data entry, generate performance reports, analyze service metrics, and support data-driven decision-making.
- Maintains effective working relationships and liaises with external agencies, including local municipalities, law enforcement, and other transportation providers, to coordinate activities.
- Plays a key role in the execution of the agency's emergency management and response plans, coordinating vehicle and personnel resources during critical events.
- Collects and compiles statistical data related to ridership, on-time performance, vehicle mileage, and fuel consumption for internal analysis and external reporting requirements.
- Manages the lost and found program, including logging items, attempting to contact owners, and overseeing the proper storage and disposal of unclaimed property.
- Performs periodic field evaluations and ride-alongs to assess service quality, operator performance, and the passenger experience firsthand, providing constructive feedback.
- Reviews and verifies operator timekeeping records, manifests, and trip sheets for accuracy and completeness prior to submission for payroll processing.
- Coordinates special event transportation, charter services, and other non-scheduled transit needs, from initial request and planning through to successful execution.
