Core Responsibilities

Primary Functions

  • Develop and execute the long-range strategic vision, goals, and multimodal initiatives for the transit system in alignment with the community's overall master plan.
  • Assume full P&L responsibility, including the development, administration, and oversight of a complex multi-million dollar annual operating and capital budget.
  • Direct all transit operations, including fixed-route, paratransit (ADA), and on-demand services, to ensure maximum safety, efficiency, and on-time performance.
  • Ensure strict compliance with all federal, state, and local regulations, including those from the Federal Transit Administration (FTA), Department of Transportation (DOT), and Americans with Disabilities Act (ADA).
  • Lead labor relations and serve as the chief negotiator for collective bargaining agreements with union-represented employee groups, fostering a positive and collaborative labor-management environment.
  • Oversee the entire lifecycle of major capital improvement projects, from planning and funding acquisition to design, construction, and implementation of new facilities, routes, and technologies.
  • Cultivate and maintain strong, productive relationships with key stakeholders, including the Board of Directors, City/County Council, elected officials, and regional transportation partners.
  • Champion a culture of safety across the organization by developing, implementing, and monitoring a comprehensive Safety Management System (SMS) and emergency preparedness plans.
  • Drive innovation by evaluating and integrating new technologies, such as intelligent transportation systems (ITS), real-time tracking, alternative fuel vehicles, and mobile fare payment solutions.
  • Provide inspirational leadership to a diverse team of management, administrative, and operations staff, focusing on professional development, succession planning, and employee morale.
  • Proactively identify and pursue diverse funding opportunities, including federal/state grants and public-private partnerships, to ensure the long-term financial sustainability of the transit system.
  • Analyze transit performance data, ridership trends, and service metrics to make data-driven decisions for service adjustments, route planning, and resource allocation.
  • Act as the principal spokesperson and public face of the transit agency, effectively communicating its mission, successes, and challenges to the media and the public.
  • Formulate and recommend transportation policies, ordinances, and resolutions to the governing body to enhance service delivery and address community needs.
  • Manage the procurement and maintenance of the entire transit fleet and facility assets, developing and implementing a comprehensive asset management plan.
  • Steer the development and implementation of marketing, communications, and community outreach strategies to increase ridership and improve the public's perception of transit.
  • Direct the planning, scheduling, and run-cutting processes to optimize service delivery and operational efficiency based on changing demand and available resources.
  • Oversee the customer service function to ensure passenger inquiries and complaints are handled promptly, professionally, and effectively.
  • Represent the organization's interests at local, regional, and national conferences, committees, and professional associations to stay abreast of industry best practices and advocate for local needs.
  • Lead sustainability initiatives within the agency, including the transition to zero-emission vehicles and the implementation of environmentally friendly operational practices.

Required Skills & Competencies

Hard Skills (Technical)

  • Public Transit Operations Management: Deep, demonstrated expertise in managing the complexities of fixed-route and paratransit service delivery.
  • Public Sector Budgeting & Finance: Mastery of developing and administering large, complex operating and capital budgets, including knowledge of enterprise funds and public finance principles.

Education & Experience

Educational Background

Minimum Education:

  • A Bachelor's degree from an accredited four-year college or university.

Experience Requirements

Typical Experience Range: 10-15+ years

Preferred: A minimum of ten (10) years of progressively responsible experience in the management of a public or private transportation system, including at least five (5) years in a senior executive or administrative management capacity with direct supervisory responsibility over major operational and administrative functions. Direct experience within a public transit agency is strongly preferred.
