Core Responsibilities

Primary Functions

  • Conduct comprehensive analysis of transit ridership, on-time performance, and operational data to identify trends, diagnose service issues, and recommend data-driven improvements.
  • Develop, design, and evaluate transit routes, schedules, and service plans to optimize system efficiency, expand coverage, and enhance the overall passenger experience.
  • Utilize Geographic Information Systems (GIS) to perform spatial analysis, create compelling maps for reports and public presentations, and manage transit infrastructure data.
  • Coordinate directly with dispatch centers, operations staff, and vehicle operators to address real-time service disruptions, manage detours, and plan for special events.
  • Prepare detailed technical reports, memos, and presentations that communicate service performance, project status, and planning recommendations to internal and external stakeholders.
  • Manage and maintain key transit databases, including bus stop inventories, scheduling data, and automatic passenger counter (APC) systems, ensuring data accuracy and integrity.
  • Lead or support the development of short-range and long-range transit plans, ensuring alignment with regional transportation goals and agency strategic objectives.
  • Investigate and respond to customer inquiries, complaints, and suggestions regarding service quality, routing, and scheduling in a timely and professional manner.
  • Perform field assessments to evaluate bus stop accessibility, passenger amenities, route conditions, and overall operational feasibility of proposed service changes.
  • Develop and review run-cuts and operator work assignments to ensure they are efficient and in compliance with labor agreements and regulations.
  • Monitor and ensure agency compliance with federal, state, and local regulations, including those from the Federal Transit Administration (FTA) and ADA requirements.
  • Collaborate with marketing and communications teams to develop public information materials, including maps, schedules, and service change announcements.
  • Assist in the preparation of the agency's annual budget and provide analytical support for financial planning and resource allocation.
  • Evaluate and recommend new technologies, such as real-time tracking apps, mobile ticketing, and scheduling software, to improve service delivery and passenger convenience.
  • Coordinate inter-agency service connections and work with regional partners to create a more seamless and integrated transportation network.

Secondary Functions

Required Skills & Competencies

Hard Skills (Technical)

  • GIS Software Proficiency: Demonstrated expertise in using Geographic Information Systems (GIS) software, such as Esri ArcGIS Pro/Online or QGIS, for spatial analysis, network analysis, and cartography.
  • Transit Scheduling Software: Hands-on experience with specialized transit planning and scheduling software like Trapeze, HASTUS, Remix, or similar platforms.
  • Advanced Data Analysis: Proficiency in using tools like Microsoft Excel (PivotTables, advanced formulas), SQL, or statistical software (R, Python) to manipulate, analyze, and interpret large datasets.
  • Knowledge of Transit Principles: Deep understanding of public transit operations, service planning standards, and the principles of route design and scheduling.
  • Regulatory Compliance: Familiarity with Federal Transit Administration (FTA) reporting requirements, Title VI, and Americans with Disabilities Act (ADA) regulations as they apply to public transit.

Education & Experience

Educational Background

Minimum Education:
