Core Responsibilities

Primary Functions

  • Lead end-to-end delivery of transportation capital projects from concept and feasibility through design, right-of-way, permitting, construction and closeout, ensuring projects meet scope, schedule, budget and quality targets.
  • Develop, maintain and report integrated project schedules using Primavera P6 or MS Project, apply schedule risk analysis, and implement corrective recovery plans to keep milestones and funding timelines on track.
  • Create and manage comprehensive project budgets and cost forecasts, apply earned value management (EVM) techniques, approve invoices and change orders, and prepare monthly financial reports for internal and funding-agency reviews.
  • Administer and negotiate design, construction and consultant contracts, including scopes of work, payment terms, claims mitigation strategies and contract amendments, while ensuring compliance with procurement rules and DBE/ESB requirements.
  • Coordinate funding strategies and compliance for federal, state and local grants (e.g., FHWA, FTA, CMAQ, STP), prepare grant applications and deliverables, and manage grant reporting and audit responses.
  • Serve as the primary client and stakeholder liaison—facilitate interagency coordination (DOTs, MPOs, utilities, municipalities, transit agencies), run stakeholder working groups and secure approvals required to advance project phases.
  • Oversee design reviews, constructability reviews and value engineering sessions to optimize lifecycle cost, minimize schedule impacts and reduce constructability risks.
  • Direct on-site construction management activities, coordinate field inspections, enforce quality assurance/quality control (QA/QC) procedures, and ensure contractor adherence to plans, specs and safety programs.
  • Lead right-of-way acquisition and utility coordination activities, negotiate easement agreements, oversee relocation coordination and sequence property closures to minimize impacts to schedule.
  • Prepare, present and obtain project approvals for permits, Environmental Assessments (EA), Environmental Impact Statements (EIS), categorical exclusions and regulatory clearances; manage mitigation commitments and environmental compliance during construction.
  • Manage community and public outreach programs, prepare public notices, attend community meetings and hearings, resolve public concerns, and maintain transparent communications to reduce opposition and delays.
  • Track and report project performance metrics (cost variance, schedule variance, KPI dashboards), prepare executive summaries for executives and board-level presentations, and maintain document control for audit readiness.
  • Implement and monitor health, safety and environmental compliance on construction sites, coordinate safety plans, incident investigations and contractor safety performance reviews to maintain injury-free work environments.
  • Identify, quantify and mitigate technical, commercial and political risks; maintain a project risk register, update risk mitigation plans and escalate significant issues to sponsors with recommended solutions.
  • Lead multidisciplinary teams of engineers, inspectors, inspectors, schedulers and consultants; recruit and manage consultants and subconsultants, define deliverables and hold teams accountable for milestones.
  • Oversee traffic management planning and temporary traffic control designs to maintain mobility and minimize congestion and safety risks during construction phases.
  • Drive procurement and materials management efforts including procurement strategies, vendor selection, materials testing oversight and acceptance procedures to maintain quality and on-time delivery.
  • Prepare and review construction change orders and claims, negotiate equitable adjustments with contractors, and coordinate dispute resolution to prevent schedule disruption and cost overruns.
  • Implement project controls including forecasting, baseline management, cost-to-complete analysis and close coordination between PMO and finance to ensure accurate month-end reporting.
  • Manage project closeout, final inspections, punch-list completion, as-built documentation and transfer of operating manuals to owner agencies, ensuring final acceptance and release of retainage.
  • Oversee technical documentation and CAD/BIM deliverables (Civil 3D, Revit, as-built models), ensuring deliverables meet contractual standards and facilitate future operations and maintenance activities.
  • Coordinate commissioning, testing and integration for systems projects (signal systems, ITS, transit electrification), ensure performance verification and prepare operational handover documentation.
  • Lead continuous improvement initiatives, implement lessons learned, best-practice standard operating procedures and templates to improve efficiency across a portfolio of transportation projects.
  • Ensure compliance with local, state and federal regulations and standards including AASHTO, MUTCD, ADA, FHWA and environmental protection laws; integrate regulatory changes into project processes.

Secondary Functions

  • Support the PMO by contributing schedule, cost and progress data for portfolio-level reporting and long-range capital planning.
  • Assist in preparing procurement packages, RFPs and RFQs; evaluate technical proposals and support consultant selection panels.
  • Provide mentoring and training to junior project staff on contract administration, inspection techniques and stakeholder engagement best practices.
  • Participate in strategic planning efforts for program delivery, helping to prioritize projects based on risk, funding constraints and community impact.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Civil Engineering, Construction Management, Transportation Planning or closely related field.

Preferred Education:

  • Master’s degree in Civil Engineering, Transportation Engineering, Project Management, Business Administration (MBA) or related discipline.
  • Professional certifications such as PMP (Project Management Professional), PE (Professional Engineer), or CCM (Certified Construction Manager) are strongly preferred.
