Core Responsibilities

Primary Functions

  • Lead preparation and implementation of comprehensive plans, master plans, small area plans, corridor plans, and neighborhood revitalization strategies that integrate land use, transportation, housing, and sustainability objectives.
  • Conduct detailed site analyses and feasibility studies, including land use suitability, build‑out scenarios, density studies, rights‑of‑way assessment, and urban form recommendations.
  • Prepare and review development applications (site plans, conditional use permits, subdivision plats, variances) and provide formal technical recommendations to planning commissions and elected bodies.
  • Interpret and administer zoning ordinances, land development regulations, and design standards; draft code amendments and zoning text changes to implement policy goals.
  • Perform spatial analysis and produce high‑quality maps, geoprocessing workflows, and data visualizations using ArcGIS, QGIS, and other GIS tools to inform planning decisions.
  • Coordinate environmental reviews and compliance processes (NEPA, CEQA, environmental impact assessments), prepare environmental documentation, and advise on mitigation measures.
  • Develop transportation and mobility strategies, review traffic studies, coordinate with transportation engineers and transit agencies, and evaluate multimodal network improvements.
  • Lead community engagement and stakeholder outreach programs including public workshops, charrettes, stakeholder interviews, hearings, and online engagement to collect input and build consensus.
  • Prepare professional planning reports, technical memoranda, grant applications, presentations, and policy briefs for internal stakeholders, funding agencies, and the public.

  • Coordinate interdepartmental and interagency collaboration (public works, utilities, housing, economic development, transportation) to align infrastructure, permitting, and implementation efforts.
  • Evaluate housing needs and prepare housing strategies including affordable housing plans, inclusionary zoning recommendations, and housing production incentives.
  • Prepare economic and fiscal impact analyses for proposed projects and policy changes; evaluate public financing tools and public‑private partnership opportunities.
  • Review and provide comments on building permit plans for compliance with adopted plans and zoning; prepare staff reports and recommendations for permit approvals.
  • Monitor plan implementation, prepare performance metrics and dashboards, and recommend adjustments to policies and programs based on data and outcomes.

  • Stay current on best practices in climate resilience, sustainability, stormwater and green infrastructure, and integrate climate adaptation strategies into planning projects.
  • Supervise and mentor junior planners, interns, and consultants; review and quality‑assure plans, studies, and deliverables prepared by others.

  • Maintain and update planning databases, GIS layers, land use inventories, demographic profiles, and project tracking systems to support evidence‑based planning.
  • Support grant writing, management, and reporting for federal, state, and philanthropic funding opportunities tied to planning, transportation, housing, and resilience projects.
  • Respond to public records requests, zoning inquiries, and coordinate drafting of legal notices and public meeting materials.
  • Assist in preparing procurement documents, scopes of work, and evaluation criteria for hiring planning, engineering, and consultant teams.
  • Conduct ad‑hoc analyses (market studies, demographic projections, spatial accessibility analyses) and prepare clear executive summaries and recommendations.

Minimum Education:
