- Develop and maintain spatial databases, parcel-level inventories, and land use datasets; ensure data quality, metadata documentation, and version control to support repeatable analyses and dashboards.
- Create compelling cartography, maps, and data visualizations for public presentations, planning studies, and web GIS applications, using principles of visual hierarchy and accessibility to communicate complex information.
- Conduct field assessments and site visits to verify conditions, document site constraints, assess infrastructure capacities, and validate GIS data against on-the-ground reality.
- Facilitate and support public engagement processes including stakeholder interviews, focus groups, community workshops, open houses, and online outreach to gather input and build consensus for planning initiatives.
- Coordinate cross-departmental technical reviews with transportation, public works, environmental services, utilities, and building departments to align development proposals with infrastructure capacity and municipal standards.
- Prepare and review fiscal impact analyses, cost-of-service studies, and development feasibility assessments that quantify revenue, capital costs, and long-term maintenance implications of proposed land use changes.
- Lead grant research and grant writing efforts to secure state, federal, and foundation funding for planning projects, infrastructure investments, TOD initiatives, and resilience programs.
- Develop zoning interpretations, create or revise development code language, and draft regulatory updates designed to implement comprehensive plan policies and promote equitable and sustainable growth.
- Build and run statistical and spatial models using R, Python, or other tools to analyze housing markets, displacement risk, accessibility equity, and development capacity at neighborhood and parcel levels.
- Monitor and analyze regional and state policy developments (e.g., housing element law changes, climate mandates, transportation funding programs) and prepare briefings that identify implications and required municipal responses.
- Support the preparation of environmental permitting and compliance documentation, coordinate with regulatory agencies, and ensure that project approvals meet local, state, and federal regulations.
- Lead scenario workshops with stakeholders and technical teams to evaluate alternative growth strategies, design guidelines, and infrastructure priorities using performance metrics and visualization tools.
- Manage multiple planning projects concurrently, ensuring deliverables meet deadlines, budgets, and quality standards; prepare scopes of work, budgets, and progress reports for internal and external stakeholders.
- Coordinate and synthesize input from consultants, contractors, and technical teams; review deliverables for technical accuracy, consistency with project goals, and compliance with procurement agreements.
- Prepare testimony and present technical findings at planning commission hearings, city council meetings, and public forums; respond to public inquiries and summarize technical issues in plain language for diverse audiences.
- Implement equity-focused planning by evaluating how proposed policies and projects affect historically underserved communities and recommending inclusive mitigation and engagement strategies.
Secondary Functions
- Support data governance and data sharing agreements across municipal departments and partner agencies to streamline access to authoritative planning data.
- Develop and maintain interactive web maps and dashboard tools for internal staff and the public to track plan implementation, permit activity, and performance metrics.
- Assist in producing Request for Proposals (RFPs), evaluating consultant proposals, and managing consultant scopes of work and deliverables.
- Provide technical training and mentoring to junior planners, interns, and cross-departmental staff on GIS best practices, data analysis, and planning review processes.
- Support emergency planning and recovery efforts by mapping hazard exposure, vulnerable populations, and prioritizing mitigation and recovery investments.
- Participate in professional committees, regional planning bodies, and intergovernmental working groups to advance coordinated planning objectives and share best practices.
- Assist with long-range planning tasks such as comprehensive plan updates, neighborhood plans, corridor studies, and form-based code development.
- Contribute to communications and outreach materials including newsletters, social media content, and project web pages to increase public awareness and participation.
- Track and report on key performance indicators (KPIs) for planning initiatives—such as permit processing times, affordable housing units realized, and public engagement metrics—to support continuous improvement.
- Provide technical support for pilot projects and demonstration initiatives, including performance monitoring and post-implementation evaluation.
