Core Responsibilities
Primary Functions
- Lead the development of city-scale and neighborhood-level urban strategies, including visioning, land-use recommendations, mobility integration, public realm improvements, and phasing that align with municipal goals and zoning frameworks.
- Conduct rigorous data-driven analyses of demographics, housing supply, land use, employment, mobility patterns, and infrastructure capacity to identify strategic opportunities and constraints for growth and investment.

- Prepare clear, actionable recommendations on zoning reform, form-based codes, incentive strategies, inclusionary housing, and public realm standards to support equitable development outcomes.
- Lead public and stakeholder engagement programs—designing and facilitating workshops, charrettes, pop-up events, and focus groups that translate technical analysis into accessible input and build community buy-in.

- Develop funding strategies and prepare grant applications, capital improvement program recommendations, and financing frameworks (tax increment, special assessment, bonds) to resource priority projects.
- Advise on resilience and climate adaptation measures—integrating green infrastructure, flood mitigation, heat island reduction, and carbon reduction strategies into planning recommendations.
- Manage consultant teams and third-party vendors—writing scopes of work, evaluating proposals, negotiating contracts, and overseeing deliverables to ensure technical quality and schedule adherence.
- Translate complex technical studies into accessible materials—executive summaries, slide decks, interactive web content, and visualizations tailored to diverse audiences including council members and community groups.
- Present research findings, strategic options, and implementation plans to city councils, planning commissions, oversight committees, and funders; respond to questions and iterate recommendations accordingly.
- Lead policy research and benchmarking—comparing best practices, regulatory approaches, and incentive programs across peer cities to inform local policy adaptation.
- Establish and manage pilot projects and demonstration programs (tactical urbanism, temporary activation, micro-mobility pilots) to test interventions and de-risk long-term investments.
- Support procurement and RFP processes for capital projects and technical studies, ensuring alignment between strategic objectives and procurement outcomes.

- Mentor junior planners and analysts, provide technical guidance on modelling, community engagement, and policy writing, and cultivate a collaborative team culture focused on outcomes.
