Core Responsibilities

Primary Functions

  • Lead the strategic planning, design, and operational management of citywide surveillance systems — including fixed and Pan/Tilt/Zoom CCTV networks, IP cameras, video management systems (VMS), video analytics/AI, body-worn cameras, in-car/dash cameras, and associated storage and retrieval systems — to support public safety, investigations, and emergency response.
  • Develop and manage the program budget for surveillance infrastructure, maintenance, software licensing, cloud storage, analytics, and personnel; prioritize investments, prepare multi-year capital plans, and present budget requests to senior leadership and city councils.
  • Oversee procurement, RFP authoring, vendor selection, contract negotiation, service-level agreements (SLAs), and vendor performance management for hardware, software, and professional services, ensuring delivery on scope, timelines, quality, and cost objectives.
  • Create, maintain, and enforce comprehensive policies and standard operating procedures for video evidence handling, chain-of-custody, data retention, access controls, redaction, and Freedom of Information Act (FOIA) / public records requests, in coordination with legal counsel and records management teams.
  • Lead privacy impact assessments (PIAs), civil liberties reviews, and community consultation processes; partner with privacy officers, civil rights organizations, and legal counsel to ensure systems comply with local, state, and federal privacy laws and regulations.
  • Architect and govern secure system integrations between surveillance platforms and enterprise systems such as Computer-Aided Dispatch (CAD), Records Management Systems (RMS), Geographic Information Systems (GIS), and analytics dashboards to enable real-time situational awareness and investigative workflows.
  • Direct cybersecurity strategy and hardening for surveillance systems, including network segmentation, device authentication, firmware patch management, encryption, logging, SIEM integration, vulnerability scanning, and incident response planning in collaboration with IT security teams.
  • Implement and evaluate advanced video analytics and AI/ML capabilities—such as object detection, license plate recognition (LPR/ANPR), crowd and behavior analytics—ensuring accuracy, bias mitigation, explainability, and appropriate human oversight before operational use.
  • Establish operational performance metrics, KPIs, and dashboards to measure system availability, video quality, mean time to repair (MTTR), incident-to-evidence conversion rates, and analytic precision; drive continuous improvement and report program outcomes to stakeholders.
  • Manage multi-disciplinary teams including surveillance engineers, network technicians, system administrators, video evidence specialists, data analysts, procurement specialists, and trainers; recruit, mentor, and evaluate staff to build high-performing capabilities.
  • Oversee evidence management workflows for video and digital media, ensuring admissibility, metadata preservation, secure storage, and timely production for investigations, prosecutions, and civil litigation.
  • Coordinate cross-agency operational protocols and integration with public safety partners (police, fire, EMS, transportation, emergency management) for shared situational awareness, event support, mutual aid, and joint operations.
  • Lead planning and operational support for major events, emergencies, and critical incidents — coordinating camera deployments, real-time analytic feeds, and liaison with Emergency Operations Centers (EOCs) and incident commanders.
  • Plan and execute large-scale upgrades, migrations, and cloud or hybrid transitions for video storage and VMS platforms, including data migration strategies, rollback plans, and validation testing to minimize service disruption.
  • Ensure compliance with retention schedules, legal holds, and discovery obligations; coordinate with legal and records teams to respond to subpoenas and litigation requests while maintaining evidence integrity and confidentiality.
  • Drive data governance for surveillance-derived data: classification, access rights, anonymization/redaction processes, metadata standards, and lifecycle management aligned with open records and privacy policies.
  • Develop and deliver training programs and competency standards for operators, analysts, investigators, and partner agencies on system use, privacy, legal requirements, bias-aware analytic interpretation, and evidence handling best practices.
  • Oversee maintenance programs including warranty management, spare parts inventory, field service coordination, cabling and power management, PoE infrastructure, and preventive maintenance schedules to ensure system reliability.
  • Partner with procurement, legal and finance to craft RFPs and contractual terms that secure software source-code escrow, audit rights, cybersecurity certifications, interoperability, and data ownership protection for the municipality.
  • Manage public communication and community outreach strategies including transparency reports, dashboards, community advisory boards, and public hearings to build trust and explain program objectives, safeguards, and complaint resolution mechanisms.
  • Lead pilot programs and vendor proof-of-concept (POC) evaluations for emerging technologies (edge analytics, federated learning, privacy-preserving analytics) and assess scalability, ROI, and ethical implications prior to wider adoption.
  • Coordinate with municipal transportation, planning, and smart city teams to integrate surveillance data with traffic monitoring, infrastructure sensors, and urban analytics while protecting privacy and civil liberties.
  • Conduct risk assessments and develop mitigation plans for physical security of critical camera sites, data centers, and redundant recording systems; plan for disaster recovery and business continuity to maintain evidence availability after disruptive events.
  • Serve as the subject matter expert and primary liaison for legislative matters, city policy initiatives, oversight bodies, and audits related to surveillance technology, ensuring program alignment with new laws and best practices.
  • Maintain up-to-date knowledge of emerging standards, certifications, and industry best practices (NIST, ISO, CJIS where applicable) and incorporate them into procurement, architecture, and operational policies.

Educational Background

Minimum Education:
