Core Responsibilities

Primary Functions

  • Oversee and manage the daily operation of the urban surveillance center (CCTV/VMS/ANPR/analytics), including staffing, shift scheduling, quality assurance and real-time monitoring to ensure continuous situational awareness across the city or campus.
  • Supervise, mentor and evaluate a team of surveillance operators and video analysts; conduct performance reviews, identify training needs, and implement competency development plans to maintain high operational standards.
  • Serve as on-duty incident commander for surveillance-related incidents, providing actionable video intelligence, coordinating with police, fire, EMS and other first responders, and maintaining clear documentation of actions taken.
  • Maintain and enforce chain-of-custody procedures for video evidence; prepare, tag and transfer digital video evidence to law enforcement or legal teams in a defensible and auditable manner.
  • Develop, update and enforce Standard Operating Procedures (SOPs), escalation matrices, and privacy-compliant protocols for recording, storage, retention and disclosure of surveillance footage in accordance with local laws and organizational policy.
  • Configure and administer enterprise Video Management Systems (VMS) and camera control platforms (e.g., Genetec, Milestone, Avigilon), including user access provisioning, role-based permissions and audit log reviews.
  • Monitor system health and resiliency (camera status, bandwidth utilization, storage capacity, backups), coordinate with IT and vendors to diagnose and remediate hardware, software or network issues to minimize downtime.
  • Lead investigations support by locating, extracting and delivering relevant footage, preparing timeline reconstructions and providing operator testimony or technical statements as required by investigations or court proceedings.
  • Analyze video analytics and geospatial data (ANPR, object detection, heat-mapping) to identify trends, hotspots and recurring incidents, and produce actionable intelligence briefs and monthly performance reports for stakeholders.
  • Maintain compliance with privacy laws, municipal ordinances and data protection standards; coordinate with legal and privacy officers to conduct privacy impact assessments and ensure public transparency where required.
  • Coordinate procurement, installation and lifecycle management of cameras, encoders, servers, storage and peripheral equipment; evaluate vendor proposals and manage service-level agreements (SLAs).
  • Develop and manage the surveillance operations budget for staffing, maintenance and capital expenditures; track vendor invoices, approve CRs and justify renewal/upgrade requests with ROI and risk assessments.
  • Design and run regular training exercises and tabletop scenarios with operators and external partners (police, transit, utilities) to validate response procedures and strengthen interagency coordination.
  • Implement and monitor key performance indicators (KPIs) such as mean time to detect, mean time to respond, video uptime, evidence fulfillment time and operator adherence to SOPs; present insights and corrective actions to senior leadership.
  • Ensure cybersecurity best practices for surveillance systems, including patch management, secure remote access, segmentation of VMS networks, and coordination with IT security on vulnerability remediation and incident response.
  • Manage and schedule preventative maintenance and field service with OEMs and integrators; validate repairs, firmware updates and calibration to maintain image quality and system reliability.
  • Serve as the principal liaison to municipal departments, transit agencies and private stakeholders to integrate surveillance capabilities for special events, construction zones, critical infrastructure protection, and public safety campaigns.
  • Oversee public records requests and FOIA-related retrievals of surveillance footage, balancing transparency obligations with privacy protections and legal counsel guidance.
  • Lead post-incident reviews and after-action reports that identify root causes, lessons learned and recommended technical or procedural improvements to lower recurrence risk.
  • Maintain thorough documentation of policies, training records, evidence logs, maintenance activities and incident summaries to meet audit and compliance requirements.
  • Implement community engagement initiatives and public communications strategies to explain surveillance objectives, privacy safeguards and complaint processes to build trust and reduce community concerns.

Required Skills & Competencies

Hard Skills (Technical)

  • Advanced knowledge of enterprise Video Management Systems (VMS) such as Genetec, Milestone, Avigilon, or similar, including camera configuration, user roles and audit logging.

Educational Background

Minimum Education:
