Core Responsibilities

Primary Functions

  • Install, configure and commission IP cameras (fixed, PTZ, thermal) and associated hardware to provide reliable urban area coverage, ensuring correct mounting, framing, polarization, lens selection and weatherproofing for long-term outdoor deployments.
  • Design and deploy end-to-end CCTV solutions including camera placement plans, cabling (copper, fiber), PoE switches, edge devices, NVRs/DVRs, and redundant storage to meet municipal performance, retention, and uptime SLAs.
  • Configure and manage Video Management Systems (VMS) — including server configuration, user roles, timezone and retention policies — to ensure secure access, audit trails, scalable multi-site architectures and integration with municipal control rooms.
  • Tune and validate video analytics (object detection, loitering, crowd density, license plate recognition, congestion detection) to reduce false positives and optimize event detection thresholds for urban environments.
  • Conduct preventative maintenance, routine health checks and firmware updates on cameras, encoders, network devices and recorders to minimize downtime and extend equipment lifecycle.
  • Rapidly troubleshoot and resolve live network, power (PoE), camera imaging, and storage issues both remotely and on-site during critical incidents to restore surveillance capability with minimal disruption.
  • Monitor camera health, bandwidth utilization and storage capacity using NMS and VMS tools; generate fault tickets, escalate to vendors, and track resolution through to closure in the asset management system.
  • Support the operations center during live incidents by providing on-demand PTZ control, multi-camera playback, real-time evidence exports, and technical liaison to law enforcement and emergency services.
  • Maintain accurate chain-of-custody for exported video and forensic copies, producing certified exports, timestamps, and tamper-evident logs for legal and investigatory purposes.
  • Carry out site surveys and risk assessments to recommend camera types, mounting structures, power and communications solutions, and cabling pathways that comply with municipal codes and physical security standards.
  • Implement cybersecurity best practices for surveillance systems: secure default credentials, VLAN segmentation, firewall rules, TLS certificates, and regular vulnerability patching to mitigate enterprise risk.
  • Provide technical training and written SOPs for control room operators and field staff on camera operation, incident tagging, evidence handling, and privacy-compliant monitoring procedures.
  • Coordinate with cross-functional teams (traffic engineering, urban planning, emergency management, IT) to integrate video feeds with traffic management systems, sensor networks, and central command-and-control platforms.
  • Manage vendor relationships for hardware supply, professional services and warranty claims; evaluate new camera and analytics technologies and recommend proof-of-concept pilots to improve detection and reduce TCO.
  • Maintain inventory records, firmware versions, serial numbers, and procurement documentation for all surveillance assets to facilitate maintenance planning and budgeting.
  • Perform image quality tuning and environmental mitigation (IR settings, WDR, de-fog, anti-glare shields) to ensure optimal video capture in challenging urban lighting and weather conditions.
  • Provide after-hours on-call support and rapid field deployment during large events, protests, severe weather, or other public safety incidents requiring enhanced surveillance or ad-hoc camera redeployment.
  • Generate daily and weekly operational reports on system availability, incident response times, analytics performance metrics, and actionable recommendations to improve situational awareness.
  • Ensure compliance with privacy and data protection regulations by applying masking, retention, redaction, access logging and documented justification for continuous monitoring areas.
  • Lead on-site installation crews and subcontractors, setting quality standards, performing post-installation inspections and sign-offs to ensure installations meet design and public-safety requirements.
  • Participate in emergency planning and tabletop exercises to validate surveillance coverage for evacuation routes, crowd management, and critical infrastructure protection.
  • Contribute to cost forecasting for camera replacement cycles, storage expansion, and analytics licensing to support capital and operational budgeting decisions at the municipal level.

Secondary Functions

Education & Experience

Educational Background

Minimum Education:
