Primary Functions

  • Perform tariff and tariff language drafting and revisions, ensuring compliance with regulatory requirements, minimizing ambiguity, and enabling efficient billing and revenue collection.
  • Lead technical studies and engineering assessments, such as load forecasting, distribution planning, loss mitigation, and system impact analyses to inform capital planning and regulatory narratives.
  • Provide expert witness support in regulatory hearings, arbitration, or litigation — developing exhibit packages, delivering direct and cross-examination responses, and articulating complex technical and financial concepts in plain language.

  • Conduct risk assessments and financial sensitivity analyses to model regulatory outcomes, volatility in fuel and commodity prices, and potential stranded asset exposures under different policy scenarios.
  • Coach and mentor junior consultants, analysts and client staff, developing technical training materials, providing on-the-job training in rate modeling, regulatory filing processes and stakeholder communications.
