Core Responsibilities

Primary Functions

Develop, implement, and monitor comprehensive supply chain strategies and work plans for immunization programs, ensuring alignment with national health objectives.
Oversee the entire vaccine logistics cycle, including international freight, customs clearance, central warehousing, and last-mile distribution to service delivery points.
Manage and maintain the integrity of the cold chain system at all levels, ensuring all vaccines are stored and transported within the required +2°C to +8°C temperature range.
Conduct regular forecasting and quantification of vaccine, diluent, and ancillary supply needs (e.g., syringes, safety boxes) to prevent stock-outs and minimize wastage.
Implement and manage inventory control systems (like OpenLMIS or mSupply) to track stock levels, distribution, and consumption data from central to peripheral health facilities.
Plan and coordinate supportive supervision visits to districts and health facilities to assess supply chain performance and provide on-the-job training and mentorship.
Ensure the proper functioning and maintenance of cold chain equipment (CCE), including refrigerators, freezers, and cold boxes, and coordinate the CCE rehabilitation and expansion plans.
Monitor vaccine vial monitor (VVM) and temperature monitoring device data, taking immediate corrective action in the event of a cold chain breach.
Prepare and analyze detailed logistics and supply chain reports, including stock status, consumption rates, and distribution performance, for stakeholders and donors.
Lead the development and updating of Standard Operating Procedures (SOPs) for vaccine management, cold chain, and logistics in accordance with WHO guidelines.
Collaborate with the Ministry of Health and other partners to strengthen the national Logistics Management Information System (LMIS) for improved data visibility and decision-making.
Coordinate the reverse logistics process for the safe disposal of used syringes, expired vaccines, and other hazardous immunization waste.
Assess and build the capacity of government counterparts and local healthcare workers in effective vaccine management and supply chain principles.
Participate in the planning and execution of supplementary immunization activities (SIAs) and new vaccine introductions, ensuring logistical readiness.
Manage relationships and coordinate activities with key supply chain stakeholders, including customs, transporters, third-party logistics (3PL) providers, and international suppliers.
Develop contingency plans and emergency preparedness strategies to ensure the continuity of the vaccine supply chain during crises or public health emergencies.
