Core Responsibilities

Primary Functions

  • Lead daily vaccine cold-chain operations across receiving, storage, handling, and distribution, ensuring continuous temperature control and documented chain-of-custody for all vaccine products.
  • Manage vaccine inventory forecasting, replenishment, and stock rotation using demand planning tools to minimize stockouts and overstock while reducing expiry-related waste.
  • Oversee cold storage equipment (refrigerators, freezers, ultra-low temperature units) maintenance schedules and coordinate preventative maintenance and rapid response repairs to prevent vaccine loss.
  • Develop, implement, and enforce SOPs and work instructions for cold-chain handling, receiving checks, storage practices, temperature excursions, and emergency response consistent with WHO, CDC, and local regulatory guidance.
  • Monitor and report vaccine temperature logs using automated temperature-monitoring systems (data loggers, continuous monitoring, remote sensors), investigate excursions, and execute corrective and preventive action (CAPA).
  • Supervise and coach warehouse and distribution staff, including training on vaccine handling, PPE, safety protocols, hazardous materials handling, and documentation standards.
  • Coordinate logistics planning for routine and surge vaccine distribution, including route planning, carrier selection, and contingency planning for time-sensitive vaccine shipments.
  • Manage relationships with carriers, third-party logistics providers (3PLs), and cold-chain couriers, negotiating service-level agreements (SLAs) and conducting performance reviews based on KPIs.
  • Ensure regulatory compliance for storage, transport, and recordkeeping — including temperature mapping, calibration records, batch traceability, and compliance with GMP, GDP, and national immunization program requirements.
  • Lead receiving and inspection processes for incoming vaccine shipments, validate quantity and temperature on arrival, quarantine and disposition of non-conforming product, and coordinate returns and recalls if required.
  • Implement and maintain inventory control systems (WMS, ERP, SAP, or similar), oversee cycle counts and monthly reconciliations, and ensure accurate lot-level traceability and serialization where required.
  • Conduct risk assessments for vaccine supply chain vulnerabilities (seasonal demand, supplier capacity, cold-chain failure points) and design mitigation strategies and redundancy plans.
  • Liaise with clinical, public health, procurement, and regulatory teams to align supply with immunization schedules, allocation directives, and outbreak response needs.
  • Coordinate batch release processes and documentation for vaccine dispatch, ensuring proper labeling, documentation of cold chain parameters, and inclusion of tamper-evident seals and temperature indicators.
  • Lead investigations into vaccine losses or temperature excursions, prepare incident reports, analyze root causes, and implement systemic changes to prevent recurrence.
  • Oversee cold-pack and thermal container validation, ensure correct packaging for ambient and cold-chain shipments, and approve shipping profiles for different vaccine types (refrigerated, frozen, ultra-cold).
  • Manage budgetary responsibilities for cold-chain supplies, equipment, and carrier contracts; recommend capital investments in storage and monitoring technologies based on cost-benefit analyses.
  • Drive continuous improvement projects to optimize fulfillment lead times, reduce waste, and improve inventory turnover using Lean, Six Sigma, or other quality improvement methodologies.
  • Ensure data integrity and reporting accuracy for vaccine utilization, wastage rates, shipment performance, on-time delivery, and cold-chain compliance metrics for stakeholders and funders.
  • Coordinate emergency preparedness and outbreak response logistics, including rapid deployment of vaccine shipments, mobile cold storage for outreach clinics, and coordination with national immunization programs.
  • Establish and maintain documentation for audits and inspections, support internal and external audits, and implement audit findings into corrective action plans.
  • Mentor junior staff and develop training curricula and competency assessments for new hires, seasonal staff, and temporary surge personnel to maintain high standards in vaccine handling.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Supply Chain Management, Logistics, Public Health, Pharmacy, Biology, or related field OR equivalent combination of experience and education.

Preferred Education:

  • Bachelor’s degree plus certifications such as CPIM, CSCP, CIPS, or Cold Chain/Pharmaceutical Logistics certification. Master’s in Public Health (MPH), Logistics, or MBA desirable.
