Core Responsibilities
Primary Functions
- Direct and orchestrate the complete vehicle lifecycle, from initial needs analysis and specification development through procurement, in-servicing, operational use, and standards-compliant disposal.
- Develop, implement, and continuously refine comprehensive fleet management policies and procedures to govern vehicle assignment, usage, safety, and personal use, ensuring alignment with organizational goals.
- Formulate and manage the annual fleet operating and capital budgets, including forecasting for vehicle acquisition, maintenance, fuel, insurance, and other associated costs, while tracking performance against financial targets.
- Lead the strategic vehicle acquisition and replacement planning process, utilizing lifecycle cost analysis and total cost of ownership (TCO) models to determine optimal replacement cycles and vehicle specifications.
- Cultivate and manage strategic relationships with a diverse portfolio of external vendors, including vehicle manufacturers, leasing companies, upfitters, and maintenance providers, to negotiate favorable contract terms and ensure high levels of service delivery.
- Oversee the comprehensive vehicle maintenance and repair program, emphasizing preventative maintenance to maximize vehicle uptime, ensure operator safety, and control long-term repair expenditures.
- Champion the fleet safety program, including the administration of driver training, monitoring of driving behaviors through telematics, and management of accident review and reporting processes to foster a culture of safety.
- Ensure the fleet maintains 100% compliance with all Department of Transportation (DOT), federal, state, and local regulations, including vehicle registration, licensing, inspections, and emissions standards.
- Analyze complex fleet data from various sources (telematics, fuel cards, maintenance logs) to identify actionable insights, report on key performance indicators (KPIs), and drive data-informed decisions for operational improvements.
- Manage the organization's fuel program, monitoring fuel consumption, negotiating with fuel card providers, and implementing strategies to reduce fuel costs and environmental impact.
- Administer the vehicle assignment and transfer process, ensuring vehicles are allocated efficiently to meet departmental needs while maintaining accurate records of asset location and user responsibility.
- Serve as the primary subject matter expert and point of contact for all internal and external inquiries related to the vehicle fleet, providing guidance and support to drivers and department managers.
- Evaluate and recommend new technologies, such as advanced telematics systems, electric vehicles (EVs), and fleet management software, to enhance efficiency, safety, and sustainability.
- Conduct regular audits of the fleet to assess vehicle condition, verify compliance with branding standards, and ensure proper equipment is in place.
