Core Responsibilities

Primary Functions

  • Design and develop competency-based vocational curricula and modular learning pathways that map to industry occupational standards, licensing requirements, and workforce employer needs, ensuring clear, measurable learning outcomes and performance indicators.
  • Lead end-to-end curriculum projects—from needs analysis, job-task analysis and stakeholder consultation through to course design, assessment blueprinting, piloting, revision, and final roll-out—using instructional design models (e.g., ADDIE, SAM) and adult learning principles.
  • Conduct comprehensive gap analyses and labor market research to identify priority skills, credentialing requirements, and emergent industry trends; translate findings into curriculum scope, sequence, and content priorities.
  • Collaborate with industry subject matter experts (SMEs), apprenticeship coordinators, and employer partners to co-design authentic, work-relevant learning activities, on-the-job training (OJT) components, and industry-aligned assessment tasks.
  • Create detailed competency maps, curriculum matrices, lesson plans, competency rubrics, assessment criteria, and grading guides that provide instructors and assessors with consistent implementation tools.
  • Design and develop formative and summative assessments, performance tasks, simulations, and practical evaluations that validly measure occupational competence and align with credentialing or accreditation standards.
  • Develop blended and online learning materials for LMS delivery (SCORM/xAPI packages), including multimedia modules, interactive activities, videos, downloadable job aids, and facilitator guides optimized for adult learners.
  • Produce instructor-facing materials—facilitator guides, teacher notes, lesson scripts, training-of-trainer (ToT) materials, and assessment moderation protocols—to ensure consistent delivery and fidelity across multiple sites and instructors.
  • Work closely with quality assurance and accreditation teams to ensure curriculum meets regulatory, industry, and institutional quality standards; prepare documentation and evidence for audits and accreditation reviews.
  • Manage pilot implementations of new courses or modules, collect qualitative and quantitative feedback, analyze learning data and outcomes, and lead iterative revisions to maximize learner success and employer satisfaction.
  • Integrate competency-based credentialing and micro-credential structures into curriculum pathways, including stackable certificates and badges; coordinate credential validation with external certifying bodies when applicable.
  • Customize training and curriculum solutions for diverse learner groups (e.g., adult learners, displaced workers, apprenticeships, special needs) ensuring accessibility, cultural responsiveness, and differentiated instructional strategies.
  • Maintain and update curriculum version control, program documentation, and learning asset libraries; ensure assets meet intellectual property, licensing, and reuse policies.
  • Partner with LMS administrators, multimedia developers, and IT to scope technical requirements, ensure compatibility with delivery platforms, and oversee the implementation of online modules and learning analytics tracking.
  • Drive assessment moderation, standardization of scoring practices, and assessor training to ensure reliability and validity of competency judgments across assessors and sites.
  • Monitor program outcomes and key performance indicators (completion rates, employer placement, competency pass rates), prepare reports for leadership and funders, and recommend data-driven enhancements to curriculum and delivery.
  • Design and deliver professional development workshops and coaching sessions for instructors and assessors on pedagogy, competency-based assessment, classroom management, and use of digital tools.
  • Ensure curriculum content aligns with occupational health & safety standards, workplace regulations, and any required legal or compliance frameworks relevant to the occupational area.
  • Manage project timelines, budgets, and resourcing for curriculum development initiatives; liaise with procurement and vendors for multimedia, assessment tools, and credentialing services.
  • Facilitate stakeholder working groups, advisory boards, and employer roundtables to validate learning outcomes, practicum placements, and transition-to-work supports.
  • Develop clear learner pathways, credit articulation agreements, and employer apprenticeship/on-the-job training (OJT) coordination plans to improve employability and employer uptake.

Secondary Functions

Education & Experience

Educational Background

Minimum Education:

  • Master's degree in Instructional Design, Adult Education, Vocational & Technical Education, Education Leadership, or related advanced degree.
