Core Responsibilities

Primary Functions

  • Provide strategic leadership and operational oversight for all vocational, technical and career education programs, setting measurable goals for enrollment, certification attainment, job placement and employer satisfaction to meet regional workforce needs.
  • Lead curriculum design and program development for CTE pathways, ensuring alignment with industry-recognized credentials, state standards, and postsecondary articulation agreements; implement competency-based and outcomes-driven instructional models.
  • Manage federal, state and local program compliance including Perkins V, state CTE regulations, accreditation requirements, audit readiness and timely submission of required reports and documentation.
  • Oversee program accreditation and credentialing processes, coordinate site visits, prepare evidence and continuous improvement plans to maintain program approvals and industry recognition.
  • Develop, implement and monitor a multi-year strategic plan for vocational education, integrating labor market data, employer demand signals and institutional priorities to grow high-impact programs.
  • Create and administer program budgets, monitor expenditures, perform budget forecasting, allocate resources across programs and ensure fiscal accountability for grants, fee revenue and public funds.
  • Identify, write and manage grants and supplemental funding (federal, state, philanthropic and corporate), including proposal development, budget narratives, performance metrics and compliance reporting.
  • Recruit, hire, mentor and evaluate instructional and support staff (instructors, lab technicians, program coordinators), develop professional development plans and build instructional capacity in technical and adult learning pedagogy.
  • Build and sustain industry and employer partnerships to co-design curricula, secure work-based learning opportunities (internships, apprenticeships, clinicals), and facilitate equipment donations and advisory board engagement.
  • Oversee student services specific to vocational education — recruitment, career advising, placement services, retention strategies, and tracking of student outcomes and employment metrics.
  • Design and manage work-based learning programs including registered apprenticeship programs, cooperative education, internships and employer-sponsored training that result in industry credentials and job placement.
  • Implement data-driven program evaluation: establish KPIs, track program completion, licensure pass rates, job placement and wage outcomes; use data to inform curriculum updates, resource allocation and continuous improvement.
  • Ensure safe and compliant lab and shop environments by enforcing occupational safety standards, coordinating safety training (OSHA, industry-specific), and maintaining equipment and facilities according to code and certification requirements.
  • Lead marketing and outreach efforts to prospective students, employers and community partners, developing targeted campaigns that communicate program outcomes, credential value and career pathways.
  • Negotiate and manage contracts and memoranda of understanding (MOUs) with employers, training vendors, community colleges and secondary schools to expand program offerings and learner transitions.
  • Coordinate articulation agreements and dual-enrollment opportunities with K–12, community colleges and four-year institutions to create seamless career pathways and credit transfer arrangements.
  • Serve as the primary liaison to school boards, district leaders, state education agencies and workforce development boards; present program performance, funding needs and strategic proposals.
  • Champion diversity, equity and inclusion initiatives in program recruitment, retention and curriculum design to ensure equitable access for underrepresented learners into high-quality career pathways.
  • Oversee procurement and inventory of specialized equipment, tools, instructional technology and consumables; develop long-term capital plans to maintain modern training environments.
  • Develop and implement competency-based assessments, industry credentialing strategies and performance-based evaluation systems to validate student learning and employer readiness.
  • Facilitate continuous professional development for faculty on emerging industry trends, new technologies, credentialing standards and evidence-based instructional strategies.
  • Coordinate enrollment management strategies specific to vocational programs, including cohort scheduling, evening/weekend programming and stackable credential pathways to optimize access for working adults.
  • Lead crisis response and incident management related to vocational facilities or student safety, coordinating with institutional risk management and legal counsel when needed.
  • Monitor trends in labor market intelligence, regional economic development and emerging industries to recommend program expansions, contractions or curriculum revisions.
  • Advise on and support the integration of digital learning tools, simulation technologies, learning management systems (LMS) and blended learning approaches to modernize vocational instruction.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Education, Career & Technical Education, Workforce Development, Instructional Design, Business Administration, Public Administration or a closely related field.

Preferred Education:

  • Master’s degree in Educational Leadership, Career & Technical Education, Workforce Development, Public Administration or Business Administration (MBA) with emphasis on workforce or adult education.

Experience Requirements
