Core Responsibilities
Primary Functions
- Conduct rigorous policy analysis on vocational education and TVET systems including comparative reviews, gap analyses, and regulatory assessments to inform national or regional policy reform.
- Design, draft and revise policy briefs, guidance notes, white papers and legislative recommendations that translate evidence into actionable strategies for strengthening vocational education and apprenticeship systems.

- Synthesize research findings into clear, persuasive materials for policymakers, donors, and practitioners, including infographics, slide decks, policy memos, and executive summaries.
- Provide technical guidance on competency-based curriculum development, accreditation frameworks, and certification pathways to ensure quality and labor market relevance.
- Draft and review program design documents, logical frameworks (logframes), theory of change models, workplans, and budgets for donor-funded TVET projects.

Educational Background
Minimum Education:
