Core Responsibilities

Primary Functions

  • Conduct comprehensive training needs assessments with employers, community partners, and prospective learners to identify occupational skill gaps, certification requirements, and local labor market opportunities that inform program design and enrollment priorities.
  • Design competency-based vocational curricula and modular training sequences aligned with industry standards, national occupational frameworks, and recognized certification pathways, ensuring clear learning outcomes and measurable performance indicators.
  • Develop course materials, learner guides, competency checklists, assessments, and hands-on practical exercises that reflect real workplace scenarios and employer expectations across targeted trades or occupations.
  • Deliver adult learning sessions in classroom, workshop, and on-the-job training settings using a variety of instructional techniques (experiential learning, competency-based assessment, blended learning, microlearning) to maximize retention and application.
  • Facilitate soft-skills and employability workshops (resume writing, interview techniques, workplace communication, teamwork, punctuality) integrated with technical training to support holistic employability.
  • Build and maintain strategic partnerships with local employers, industry associations, apprenticeships sponsors, and community organizations to secure work placements, internships, apprenticeship slots, and hiring pathways for program graduates.
  • Design and implement participant intake, screening, and individualized learning plans that account for learners’ prior experience, literacy and numeracy levels, accommodations, and career goals to optimize outcomes.
  • Manage casework and provide ongoing career counseling, job search coaching, and follow-up support (employer introductions, placement readiness, retention check-ins) to increase placement and retention rates.
  • Maintain and report on program outcomes and key performance indicators (enrollment, completion, certification attainment, job placement, retention at 3/6/12 months) for funders, partners, and internal stakeholders.
  • Monitor quality assurance and compliance with contractual, regulatory, and accreditation requirements, including certification exam administration, documentation retention, and audit readiness.
  • Create and deliver train-the-trainer sessions for employer trainers, community partners, and internal staff to scale program delivery capability and ensure fidelity to curriculum and assessment standards.
  • Customize training packages and stackable credentials to meet employer-specific job requirements and to support pathways for upskilling incumbent workers and career changers.
  • Lead pilot programs and proof-of-concept training initiatives, iterating content, delivery mode, and assessment strategy based on learner feedback, employer performance metrics, and labor market changes.
  • Apply basic labor market analysis and occupational mapping to prioritize high-potential sectors, emerging occupations, wage trends, and credential demand throughout program lifecycle.
  • Coordinate logistics for training cohorts, including scheduling, classroom/lab setup, equipment and materials procurement, health and safety protocols, and transport or stipend arrangements where applicable.
  • Use learning management systems (LMS) and digital platforms to manage learner enrollment, distribute materials, track progress, and facilitate blended or remote instruction.
  • Design and implement formative and summative assessments, practical competency demonstrations, and simulated workplace evaluations to validate learner proficiency and readiness for employment.
  • Prepare and manage budgets for training programs, including forecasting for staffing, materials, training aids, certification fees, and employer incentive schemes while ensuring cost-effectiveness and funder compliance.
  • Support grant writing and proposal development by documenting program rationale, methodology, outcomes, and evidence of impact to secure public and private funding for workforce initiatives.
  • Lead stakeholder engagement and communication efforts, producing program briefs, impact stories, case studies, and marketing collateral that attract candidates, employers, and funders.
  • Facilitate accreditation and recognition processes by aligning curriculum and assessment with national qualifications frameworks, trade testing standards, and industry-recognized certifications.
  • Collect and analyze participant feedback, employer satisfaction data, and post-placement outcomes to drive continuous improvement, refine competencies taught, and publish lessons learned for stakeholders.

  • Maintain detailed participant records, generate regular reports, and support ad-hoc data requests to demonstrate program effectiveness to internal teams and external funders.

Educational Background

Minimum Education:
