Core Responsibilities

Primary Functions

  • Conduct comprehensive training needs analyses (TNA) across various departments by partnering with operational leaders and front-line staff to identify critical skill gaps and future learning requirements.
  • Design, develop, and continuously update engaging and effective vocational training curricula, course materials, instructor guides, and participant workbooks for a range of technical and trade skills.
  • Lead the full lifecycle of training program management, from initial concept and strategic planning through to execution, monitoring, and detailed post-program evaluation.
  • Establish and manage robust systems for tracking and assessing the effectiveness of training programs, using metrics like skill acquisition, performance improvement, and return on investment (ROI).
  • Oversee and direct a team of technical trainers, instructors, and coordinators, providing coaching, performance feedback, and professional development to ensure a high standard of instructional quality.
  • Develop and meticulously manage the annual vocational training budget, ensuring strategic allocation of funds for curriculum development, learning technologies, instructor fees, and materials.
  • Select, implement, and administer a Learning Management System (LMS) or other learning technologies to effectively deploy, track, and manage all training activities and records.
  • Formulate and execute a blended learning strategy that incorporates a mix of instructor-led training (ILT), on-the-job training (OJT), e-learning modules, and simulation-based learning.
  • Ensure all vocational training programs are in strict compliance with relevant industry, state, and federal regulations, including safety standards (e.g., OSHA) and required certifications.
  • Build and maintain strong, collaborative relationships with department heads and senior management to ensure training initiatives are perfectly aligned with overarching business objectives.
  • Evaluate, select, and manage relationships with external training vendors, consultants, and educational institutions to supplement internal training capabilities where necessary.
  • Lead the development and administration of apprenticeship, internship, and on-the-job training programs designed to cultivate a sustainable talent pipeline.
  • Personally facilitate high-stakes training sessions or "train-the-trainer" programs to cascade knowledge and standardize instructional delivery across the organization.
  • Champion a vibrant culture of continuous learning and professional development, promoting training opportunities and encouraging employee participation at all levels.
  • Develop and implement standardized assessment tools, including practical exams and knowledge checks, to accurately measure trainee competency and program success.

Experience Requirements
