Core Responsibilities

Primary Functions

  • Develop, implement, and continuously refine competency-based curricula and lesson plans for occupational programs, ensuring alignment with local labor market demand and recognized industry standards.
  • Conduct comprehensive training needs assessments and occupational analyses for target populations and regional employers to prioritize program offerings and skill gaps.
  • Design and deliver classroom-based, hands-on lab, and worksite training sessions using adult learning principles, differentiated instruction, and performance-based assessments.
  • Create and maintain detailed trainee learning plans, track progress against milestones, and adapt instructional strategies for learners with diverse educational backgrounds and barriers to employment.
  • Implement formative and summative assessments, skills checklists, and practical demonstrations to objectively measure competence and readiness for credentialing or employment.
  • Coordinate and manage on-the-job learning opportunities, internships, externships, and apprenticeship placements with employer partners to provide real-world experience.
  • Provide individualized career counseling, job search coaching, resume and interview preparation, wage negotiation guidance, and ongoing post-placement support to maximize job retention.
  • Recruit, screen, and enroll eligible candidates into vocational programs, using application interviews, basic skills screening, and referral networks to ensure candidate-fit and success potential.
  • Cultivate and maintain strategic employer partnerships to create hiring pipelines, secure commitments for interviews and placements, and co-develop work-based learning curricula.
  • Oversee administration of industry certification exams and credentials, ensuring proctoring, documentation, and award of certificates in compliance with certifying bodies.
  • Monitor and report program performance metrics (placement rates, credential attainment, retention at 30/60/90 days), prepare funder reports, and translate data into program improvement recommendations.
  • Maintain accurate participant case files, outcomes data, and reporting in the organization’s CRM or LMS to comply with grant and regulatory requirements.
  • Ensure program compliance with federal, state, and local workforce/grant regulations (WIOA, state workforce) and internal policies, including participant eligibility verification and confidentiality.
  • Facilitate life-skills and job-readiness modules (communication, punctuality, workplace behavior, conflict resolution) integrated with technical training to enhance employability.
  • Manage training budgets, procure supplies and equipment, coordinate classroom/lab facilities, and ensure training environments meet health and safety standards.
  • Recruit, hire, train, and supervise adjunct instructors, mentors, and volunteers; provide coaching to instructors on curriculum delivery and assessment practices.
  • Lead outreach and engagement initiatives with community-based organizations, corrections re-entry programs, veterans’ services, and adult education providers to build referral pipelines.

  • Implement continuous improvement cycles using trainee feedback, outcome analysis, and stakeholder input to refine program design and increase placement effectiveness.
  • Serve as primary liaison with external certifying organizations, state workforce agencies, and sector partnerships to keep programs accredited and aligned with credentialing requirements.

Secondary Functions

  • Support ad-hoc data requests and exploratory analysis to identify trends in placement, attendance, and credentialing for internal stakeholders.
  • Assist with marketing and recruitment campaigns, including outreach events, informational sessions, and social media targeting to boost program visibility.
  • Contribute to development of digital learning materials and maintain content in the Learning Management System (LMS) for blended and remote instruction.
  • Provide back-up coverage for partner-facing meetings and employer interviews when needed to maintain continuity of services.
  • Participate in community workforce tables, coalitions, and cross-agency planning to represent program capabilities and attract collaborative funding opportunities.
  • Train staff on trauma-informed practices, cultural competency, and workplace accommodations to create inclusive training environments.
  • Help maintain inventory of instructional equipment, tools, and PPE; coordinate equipment maintenance and replacement schedules.
  • Support evaluation activities such as focus groups, graduate surveys, and employer satisfaction assessments to measure program impact.
  • Assist with scheduling, logistics, and classroom setup for certification testing, workshops, and employer hiring events.
