Core Responsibilities
Primary Functions
- Lead the technical design, engineering and optimization of waste management facilities — including landfills, transfer stations, composting facilities, anaerobic digesters and material recovery facilities — producing detailed engineering drawings, technical specifications and construction scope documents that meet regulatory and client requirements.
- Prepare, compile and submit environmental permit applications and supporting technical documents (e.g., groundwater protection plans, liner and leachate system designs, landfill gas control plans) and respond to regulatory agency comments to secure operational approvals (local, state/provincial, federal).
- Conduct site characterization and waste-stream assessments (waste composition studies, sampling plans, laboratory coordination) to quantify material flows and inform design, treatment selection and long-term capacity planning.
- Design landfill liner and cover systems, stormwater controls, leachate collection and treatment systems, and landfill gas collection and energy-recovery systems using recognized engineering standards and sound geotechnical/hydraulic practices.
- Develop and maintain waste-handling standard operating procedures (SOPs), contingency plans, emergency response procedures (hazardous material spills, fires, odor events) and staff training curricula to ensure safe operations and regulatory compliance.
- Manage hazardous waste classification, handling, storage, transportation and disposal activities in accordance with RCRA (or applicable local hazardous-waste regulations), establishing manifesting procedures, satellite accumulation area controls and hazardous waste minimization strategies.
- Perform environmental impact assessments (EIA), risk assessments and human-health screening associated with proposed waste projects, including modeling of air emissions, leachate migration and off-site impacts; interpret results and propose mitigations.
- Lead procurement and construction support activities: prepare bid packages, evaluate contractor proposals, provide technical oversight during construction, conduct quality assurance/quality control (QA/QC) inspections and commission new facilities.
- Design and implement landfill gas monitoring and management programs: methane detection networks, flare and gas-to-energy system sizing, CHP integration and greenhouse gas (GHG) emission quantification and reporting.
- Establish and monitor performance metrics (KPIs) for operations — diversion rates, contamination levels, throughput, recovery yield, downtime — and drive continuous improvement projects to increase recycling, enhance recovery and reduce costs.
- Develop capital (CAPEX) and operating (OPEX) cost estimates, life-cycle cost analyses and technical-economic evaluations for proposed treatments and technologies, supporting business cases and investment decisions.
- Lead multidisciplinary project teams — coordinating private contractors, internal operations, environmental scientists and local authorities — to deliver projects on schedule and within budget while mitigating technical and permitting risks.
- Implement and validate process models (e.g., leachate generation, gas generation, collection efficiency, routing optimization), use GIS and spatial analysis for site layout and route planning, and integrate model outputs into design decisions.
- Oversee field investigations and site monitoring programs (groundwater, surface water, air, odour, noise), ensure data quality and integrity, and prepare clear, defensible technical reports and compliance documentation for regulators and stakeholders.
- Design and optimize collection and hauling systems — including route optimization, transfer station placement and vehicle loading — to reduce fuel use, emissions and operational cost while meeting service level agreements.
- Evaluate and pilot novel waste treatment technologies (waste-to-energy, pyrolysis, gasification, advanced sorting) including vendor evaluations, pilot-scale testing and scale-up recommendations that align with sustainability objectives.
- Provide technical leadership on recycling and circular-economy initiatives: material separation strategies, market development for secondary materials, contamination reduction programs and partnership development with recyclers and manufacturers.
- Ensure data-driven decision making by maintaining and analyzing operational datasets (SCADA, weighbridge, composition, maintenance logs); produce dashboards and reports to support executives and operations teams.
- Prepare and present clear technical briefings, permit updates and public-facing materials for community consultations, regulatory hearings and stakeholder engagement events to build trust and facilitate project approvals.
- Maintain up-to-date knowledge of environmental laws, policies and technical standards (e.g., EPA guidance, ISO standards, local regulations) and translate regulatory changes into updated practices, training and compliance checklists.
