- Manage budgeting and forecasting for program budgets, cost-recovery models, rate studies, and fee structures; provide financial analysis and recommendations to support sustainable program financing.
- Implement quality assurance/quality control (QA/QC) protocols and contamination reduction strategies for recycling and organics streams, working with vendors and municipal crews to improve sorting, labeling, and processing accuracy.
- Develop policy analyses, ordinances, and program guidance documents that translate regulatory requirements into implementable municipal policies and standard operating procedures.
- Serve as a technical liaison with environmental agencies, utilities, municipalities, industry associations, and nonprofit partners to coordinate cross-jurisdictional programs and share best practices.
- Maintain and analyze GIS datasets to map routes, drop-off locations, service coverage, disposal facilities, and environmental constraints; use spatial analysis to optimize collection routes and service locations.
- Design and manage data collection plans (surveys, waste composition studies, route audits, set-out rates) and synthesize findings into accessible reports and executive summaries for varied audiences.
- Coordinate emergency response planning and incident reporting related to waste facilities, illegal dumping, contamination events, and hazardous materials, ensuring timely communication with regulatory authorities.
- Lead continuous improvement initiatives using Lean, Six Sigma, or similar process improvement methodologies to increase operational efficiency and reduce costs across collection and processing operations.
- Prepare technical reports, grant narratives, board memos, and presentations for elected officials, advisory committees, and interagency working groups that effectively communicate technical findings and recommended actions.
- Manage vendor and subcontractor relationships for equipment procurement, facility upgrades, and technology pilots (e.g., automated collection, waste-to-energy, anaerobic digestion), including technical evaluation and project oversight.
- Provide technical support and training for municipal staff, haulers, and community partners on program protocols, safety standards, contamination reduction, and data reporting procedures.
- Track and interpret emerging trends, technologies, and regulatory changes in waste management, circular economy, producer responsibility (EPR), and extended producer responsibility policies to inform strategic planning.
- Coordinate and oversee household hazardous waste and special collection events (e-waste, paint, pharmaceuticals), including logistics, vendor coordination, public outreach, and compliance documentation.
- Monitor and enforce environmental permitting, reporting, and recordkeeping requirements for waste facilities and transfer stations; coordinate permit renewals, modifications, and regulatory inspections.
- Lead the development and implementation of waste diversion incentive programs, pilot initiatives (e.g., curbside organics), and behavioral interventions to increase participation and reduce contamination in recycling and composting streams.
- Facilitate interdepartmental coordination with public works, environmental health, planning, and finance teams to integrate waste management objectives into broader municipal services and sustainability plans.
- Collect and analyze lifecycle and greenhouse gas emissions data to assess environmental impacts of waste management options and support climate action plans and sustainability reporting.
Secondary Functions
- Support ad-hoc data requests and exploratory data analysis.
- Contribute to the organization's data strategy and roadmap.
- Collaborate with business units to translate data needs into engineering requirements.
- Participate in sprint planning and agile ceremonies within the data engineering team.
- Assist with community engagement events, vendor fairs, and educational workshops as needed.
- Provide backup technical support for emergency response coordination for waste incidents.
- Maintain up-to-date documentation and knowledge-base articles for internal program processes and data systems.
- Support development of procurement documents, scopes of work, and evaluation matrices for program-related procurements.
- Act as a subject matter resource for internal cross-functional teams on waste characterization and diversion strategies.
