Core Responsibilities
Primary Functions
- Develop, implement, and manage comprehensive waste management programs (solid waste, hazardous waste, recycling, organics/composting, construction & demolition diversion) that meet regulatory requirements, municipal goals, and corporate sustainability targets.

- Prepare, manage, and report on grant applications and funding proposals (federal, state, and foundation grants) to secure program funding for recycling infrastructure, organics processing, and waste reduction initiatives.
- Develop and manage program budgets, capital planning, O&M cost projections, and lifecycle cost analyses for new waste infrastructure, equipment procurement, and vendor contracts.

- Lead incident response and emergency planning for spills, illegal dumping, fire, or other waste-related emergencies; coordinate with local emergency responders and prepare emergency response plans and drills.
- Manage data collection systems and waste tracking tools (scales, manifest systems, GIS mapping, ERP integrations) to ensure accurate tonnage reporting, invoicing, and regulatory submittals.
- Provide regulatory interpretation and policy guidance on product stewardship, producer responsibility, extended producer responsibility (EPR), ordinance development, and fee/rate structuring for municipal collection services.
- Conduct cost-benefit and economic impact analyses for program changes, rate adjustments, and capital investments; prepare board memos and presentations to elected officials and executive leadership demonstrating ROI and sustainability benefits.
- Administer landfill gas (LFG) monitoring, compliance, and energy recovery initiatives; coordinate with LFG contractors and ensure monitoring data meets state and federal reporting criteria.
