Core Responsibilities

Primary Functions

Develop, maintain and refine long-term and short-term waste collection and transfer plans that optimize route efficiency, fleet utilization and facility throughput while minimizing operating cost and greenhouse gas emissions.
Produce detailed weekly and monthly collection schedules, manifests and run sheets for municipal, commercial and industrial services, coordinating with drivers, subcontractors and dispatch to ensure on-time pickup and legal transport.
Analyze historical tonnage, seasonal trends, new account growth and population/demographic data to create demand forecasts and capacity plans for transfer stations, processing facilities and landfills.
Design and implement route optimization projects using GIS and routing software to reduce mileage, time-on-route and fuel consumption; validate model outputs against real-world route performance and adjust parameters accordingly.
Prepare and maintain regulatory documentation including waste manifests, hazardous waste profiles, transport permits, landfill acceptance forms and reporting required by EPA, state environmental agencies and local authorities.
Evaluate and tender haulage and disposal contracts; draft scopes of work, issue RFPs, compare bids, recommend vendors and monitor contract performance, service-level agreements and compliance.

Monitor daily operations metrics (tonnage, route adherence, on-time performance, downtime) and produce timely reports for operations leadership and municipal partners, highlighting trends and recommended corrective actions.
Implement continuous improvement initiatives (Lean, Kaizen) to remove bottlenecks in collection and transfer processes, reduce overtime and increase first-time collection success.
Coordinate emergency response planning for collection disruptions, extreme weather, service interruptions and spills; develop contingency routing, temporary transfer options and communication protocols.
Lead cross-disciplinary stakeholder engagement with municipal departments, haulers, facility operators, community groups and regulators to communicate schedule changes, capital projects and service impacts.
Provide technical direction and training for schedulers, dispatchers and field supervisors on routing best practices, hazardous waste handling, manifest procedures and safety protocols.
Develop and maintain unit cost models for collection, hauling, transfer, processing and disposal to support budgeting, rate-setting and service design decisions.
Conduct site visits and operational audits at collection depots, transfer stations and contractor facilities to validate planning assumptions, observe bottlenecks and identify capital needs.
Support system deployments for route optimization, fleet telematics and weigh scale integrations; coordinate with IT and vendors to ensure accurate data flows, mapping integrity and user acceptance testing.
Ensure waste classification, labeling, packaging and transport meet DOT, OSHA and local environmental regulations; investigate and remediate any non-compliance incidents.
Prepare and present management briefings, board reports and grant or funding proposals that summarize operational performance, projected needs and opportunities for capital improvement or service changes.
Lead planning for new services or program expansions (e.g., curbside organics, increased recycling, bulky item collection), including pilot design, cost-benefit analysis and phased rollout strategies.
Manage inventory and procurement planning for collection supplies (containers, bags, tags) and coordinate with purchasing to maintain stock levels and supplier performance.
Drive data governance and quality improvement for waste planning datasets; define KPIs, standardize nomenclature and ensure data is fit-for-purpose for analytics and forecasting.

Educational Background

Minimum Education:

Bachelor's degree in Environmental Science, Civil/Environmental Engineering, Logistics/Supply Chain, Urban Planning, Geography or related discipline; or equivalent operational experience in waste management.

Preferred Education:

Bachelor's plus specialized certificate (e.g., GIS certification, PMP, Lean/Six Sigma) or a Master's in Environmental Management, Transportation Planning, Supply Chain or Public Administration.

Experience Requirements
