Core Responsibilities
Primary Functions
- Lead the design, implementation, and continuous improvement of municipal and commercial solid waste and recycling programs, creating roadmaps that increase diversion rates and reduce landfill dependency.
- Develop comprehensive waste management plans and policies, including zero-waste strategies, organics diversion roadmaps, extended producer responsibility (EPR) program recommendations, and municipal solid waste ordinances.
- Ensure regulatory compliance by interpreting and applying federal (RCRA), state, and local waste regulations; prepare permit applications, compliance plans, and technical documentation for regulatory agencies.
- Prepare, write, and manage grant applications and funding proposals (local, state, and federal), including budgets, work plans, and performance metrics; administer awarded grants and ensure compliance with funding conditions.
- Conduct detailed waste stream characterization studies, audits, and composition analyses to quantify recyclable, compostable, hazardous, and residual fractions and inform program design and procurement decisions.
- Develop and maintain performance metrics, diversion calculations, and KPI dashboards to track program outcomes, prepare regular progress reports, and provide actionable recommendations to leadership.
- Manage contractor selection, develop RFPs, evaluate bids, negotiate service contracts, and oversee vendor performance for collection, processing, composting, and MRF operations.
- Design and implement public outreach, education, and behavior-change campaigns (multi-channel) to increase participation in recycling, composting, and hazardous waste collection programs; measure engagement results.
- Conduct site inspections, audits, and field reviews of collection operations, transfer stations, recycling facilities, and drop-off events to assess operational efficiency, safety, and environmental compliance.
- Perform cost-benefit and life-cycle assessments (LCA) for program alternatives, including service level changes, new technologies, and policy shifts, to provide data-driven recommendations on financial and environmental impacts.
- Build and maintain strong relationships with municipalities, haulers, facility operators, regulators, non-profits, and community stakeholders to align program goals and secure buy-in for implementation.
- Advise on procurement strategies, rate-setting, and budget development for waste and recycling services; prepare budget forecasts, cost allocation models, and financial reports.
- Support the development and revision of ordinances, franchise agreements, and policy documents related to solid waste collection, disposal, recycling, and producer responsibility.
- Provide technical assistance and capacity-building workshops for municipal staff, haulers, facility operators, and community organizations on program implementation, data collection, and best practices.
- Lead pilot projects and demonstration programs (e.g., curbside compost, pay-as-you-throw, multi-family recycling pilots), including project planning, implementation oversight, evaluation, and scaling recommendations.
- Manage hazardous and universal waste programs by developing handling protocols, training staff, scheduling collection events, and ensuring transport and disposal comply with applicable hazardous waste regulations.
- Create and maintain GIS-based maps and spatial analyses for service areas, route optimization, facility siting, and collection coverage assessments to inform operational and strategic decisions.
- Coordinate disaster debris management planning and emergency response protocols related to waste handling and temporary storage to minimize environmental and public health risks.
- Draft technical memos, environmental assessments, feasibility studies, and final reports for council/stakeholder briefings, ensuring documents are clear, defensible, and optimized for review by regulatory and funding agencies.
- Facilitate stakeholder meetings, technical working groups, and public hearings; prepare presentations, meeting materials, and summaries to capture feedback and document consensus-building.
- Implement data collection protocols and quality assurance procedures for weighing, sampling, and reporting waste metrics; reconcile datasets across internal systems and external vendors to ensure accurate state/federal reporting.
- Evaluate and recommend capital improvements and equipment specifications (collection vehicles, sorting equipment, composting technology) to meet programmatic goals and long-term infrastructure needs.
Secondary Functions
- Support ad-hoc data requests, perform exploratory data analysis, and prepare executive-level summaries and visualizations to inform immediate decision-making.
- Contribute to strategic planning exercises and annual work plans, aligning waste program initiatives with broader climate, sustainability, and resilience objectives.
- Assist with training development and delivery for municipal staff, school districts, and community organizations on safe handling, diversion techniques, and regulatory compliance.
- Collaborate with IT and operations teams to integrate program data into enterprise systems, dashboards, and public-facing portals for transparency and performance tracking.
- Provide technical review and peer support on contractor invoices, performance reports, and compliance documentation to validate deliverables and payment milestones.
