Core Responsibilities

Primary Functions

  • Lead, design and execute hydrologic and hydraulic modeling (HEC‑HMS, HEC‑RAS, SWMM or equivalent) to evaluate flood risk, stormwater conveyance, detention/retention needs and to support capital improvement and mitigation projects.
  • Develop, implement and maintain watershed and basin management plans that identify water quality impairments, prioritize restoration projects, and outline monitoring and maintenance schedules to meet regulatory goals.
  • Prepare, submit and manage permits and compliance documentation, including NPDES/MS4 permit applications, 401/404 coordination, and environmental review packages in accordance with federal, state and local regulations.
  • Conduct regular water quality monitoring and field sampling programs (physicochemical parameters, biological assessments), perform chain-of-custody and QA/QC procedures, and analyze results to identify trends and support TMDL/Total Maximum Daily Load implementation.
  • Produce detailed technical reports, environmental assessments, feasibility studies, grant narratives, and executive summaries tailored for decision-makers, stakeholders and regulatory agencies.
  • Use ArcGIS/ArcGIS Pro and other spatial tools to develop maps, spatial analyses, watershed delineations, impervious surface calculations, pollutant loading estimates and GIS-based decision support products.
  • Manage grant-funded programs including preparing proposals, budgets, compliance reporting, tracking deliverables, and maintaining auditable records for state and federal funders (e.g., EPA, state revolving funds).
  • Coordinate and oversee consultant contracts and construction oversight for water resources projects, including scope development, proposal review, contractor selection and construction inspection support.
  • Design and evaluate stormwater best management practices (BMPs) and green infrastructure solutions (bioretention, swales, permeable pavement) for water quality improvement and runoff volume control.
  • Maintain and administer water resources databases and monitoring systems, ensuring accurate data entry, metadata documentation, version control, and interoperability with other municipal systems.
  • Perform cost-benefit, life-cycle and alternatives analyses for proposed water infrastructure projects, advising on funding strategies and prioritization of capital expenditures.
  • Coordinate cross-sector outreach and engagement: lead public meetings, work with watershed groups, municipal departments, utilities, transportation agencies and developers to align on water resource objectives and policy implementation.
  • Review private development and municipal infrastructure plans for stormwater and drainage adequacy, provide technical comments, and enforce local stormwater codes and standards.
  • Develop, implement and improve Standard Operating Procedures (SOPs), monitoring plans, and emergency response protocols for flood events, spill response and pollution incidents.
  • Provide subject matter expertise during environmental permitting, interagency coordination, public hearings and litigation support; prepare technical exhibits and testimony where necessary.
  • Apply statistical and data science techniques (R, Python, Excel, SQL) to analyze monitoring datasets, model outputs and performance metrics to inform adaptive management.
  • Lead or coordinate watershed restoration projects including stream stabilization, riparian planting, erosion control, and habitat enhancement; track project outcomes and success metrics.
  • Support capital improvement planning by developing project scopes, estimating costs, preparing technical specifications, and coordinating schedule and funding priorities.
  • Conduct regulatory compliance inspections and site visits (construction and post-construction), document findings, issue corrective actions and ensure timely resolution of violations.
  • Develop and deliver training materials and workshops for municipal staff, field crews and partner organizations on sampling protocols, BMP maintenance, GIS tools and compliance requirements.
  • Establish and track program performance indicators, prepare monthly/quarterly/annual performance reports and recommend program adjustments to meet established goals.
  • Support climate resilience and adaptation planning for water resources by integrating sea level rise, increased precipitation intensity, and changing hydrology into planning and infrastructure design.
  • Manage volunteer monitoring programs and citizen science initiatives, providing training, quality assurance, and data integration for larger monitoring networks.
  • Lead data-driven stakeholder communications and technical presentations, translating complex modeling and monitoring results into clear, actionable guidance for non-technical audiences.

Secondary Functions

  • Respond to ad-hoc technical data requests from internal departments and external partners and perform exploratory data analysis to support rapid decision-making.
  • Contribute to the organization’s water data strategy, metadata standards and long-term monitoring roadmap to ensure scalable and reusable data assets.
  • Collaborate with planning, public works, utilities and IT teams to translate water resource needs into systems requirements, GIS layers and reporting tools.

Required Skills & Competencies

Hard Skills (Technical)

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Environmental Science, Civil or Environmental Engineering, Hydrology, Water Resources, Geography, Geology, Natural Resources, or a closely related field.

Preferred Education:

  • Master’s degree in Water Resources, Hydrology, Environmental Engineering, or similar advanced degree preferred for senior analyst roles.
