Core Responsibilities

Primary Functions

  • Conduct comprehensive, person‑centred welfare and safeguarding assessments for individuals and families, identifying immediate risk, vulnerability, and long‑term support needs; prepare clear, actionable care and support plans.
  • Manage a complex caseload of vulnerable clients, prioritizing interventions, monitoring progress, and ensuring timely review and discharge where appropriate to achieve measurable outcomes.
  • Act as the key contact for multi‑agency safeguarding referrals, coordinating with social services, health professionals, police, education, housing and third‑sector partners to develop and implement multi‑disciplinary protection plans.
  • Carry out home visits, interviews and welfare checks in line with safeguarding protocols to verify living conditions, risks, and the effectiveness of support arrangements; escalate concerns immediately.
  • Provide practical advice and advocacy on welfare benefits, housing options, debt, employment barriers and emergency support, helping clients complete applications and appealing decisions when necessary.
  • Prepare detailed, professional case records, statutory reports and referral documentation for internal records, courts, tribunals and external agencies, ensuring accuracy and compliance with data protection (GDPR/HIPAA) and local policy.
  • Design, implement and review risk assessments and risk management plans for individuals with complex needs, including mental health, substance misuse, domestic abuse or self‑harm risk.
  • Deliver crisis intervention and de‑escalation for emergencies, including safeguarding incidents, sudden homelessness, family breakdown and acute mental health episodes; coordinate emergency placements and wraparound support.
  • Facilitate and chair multi‑agency meetings, case conferences, strategy meetings and child protection conferences, ensuring clear decisions, timescales and responsibilities are recorded and followed up.
  • Refer clients to specialist services (mental health teams, substance misuse services, legal aid, domestic abuse refuge, disability services) and follow up to ensure engagement and continuity of care.
  • Develop and maintain positive relationships with statutory and voluntary sector partners, negotiating service level agreements, referral pathways and shared protocols to improve service access and outcomes.
  • Provide advocacy and representation for clients at meetings, benefit appeals, housing tribunals and court hearings, preparing statements and gathering supporting evidence when required.
  • Monitor and evaluate service delivery through outcome measures, case audits and feedback collection, producing regular reports to senior management and recommending service improvements.
  • Design and deliver training, briefings and welfare guidance for staff, community groups and partner agencies on safeguarding, welfare entitlements, trauma‑informed practice and local support options.
  • Support the development and implementation of policies, procedures and protocols related to safeguarding, confidentiality, consent and information sharing across the organization.
  • Provide culturally competent, trauma‑informed support that recognises and respects diversity, ensuring services are accessible to BAME, LGBTQ+, refugee, elderly and disabled populations.
  • Liaise with probation, youth offending teams and education providers to manage risk, support rehabilitation, reduce re‑offending and secure positive outcomes for young people and adults.
  • Coordinate temporary accommodation, supported housing placements and tenancy sustainment support, working with landlords and housing associations to prevent eviction and homelessness.
  • Maintain professional boundaries and confidentiality while building trust with clients, families and communities to promote engagement and sustained positive change.
  • Compile evidence and prepare high‑quality witness statements and court reports where safeguarding cases progress to legal proceedings, working closely with legal teams where necessary.
  • Lead community outreach and engagement initiatives to increase awareness of available welfare services, benefits entitlements and safeguarding routes for at‑risk populations.
  • Use electronic case management systems to record interventions, monitor caseload metrics, produce management information and support performance targets.
  • Participate in on‑call or rota arrangements for out‑of‑hours welfare incidents, ensuring timely response to crises and facilitating handover to daytime teams.

Secondary Functions

  • Support service development projects, pilot new welfare interventions and contribute to strategic planning to enhance service reach and impact.
  • Undertake quality assurance tasks such as peer case reviews, audit preparation and actioning recommendations from inspections or external reviews.

Required Skills & Competencies

Hard Skills (Technical)

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Social Work, Social Care, Psychology, Sociology, or a related field OR equivalent professional experience and accredited vocational qualifications (e.g., NVQ Level 3/4 in Health & Social Care).

Preferred Education:

  • Qualified Social Worker (e.g., BA/BSc in Social Work or equivalent professional registration) or a postgraduate diploma/MA in social work, social policy or public health.
  • Certificates in safeguarding, mental health first aid, or welfare benefits advice.

Experience Requirements

Typical Experience Range: 2–5 years of direct experience in welfare, social care, community outreach, or casework roles.
